For the last three years, the notesheet of the promotion has been circulating between the Directorate of Public Instruction, Secretariat, the Minister of the Department and the Finance Department.
According to the rules of the General Administration Department, only the employer (the appointing officer) can give the benefit of promotion or time scale pay scale to any employee. This system is applicable in all the departments, but in the year 2014, the top officials of the School Education Department had handed over their powers to the junior officers to avoid legal hassles regarding promotion.
The same decision is weighing on 80 thousand teachers today. The present officers also want that the system of the year 2014 should remain in force and the government is not ready for it. Notesheets have been circulating for three years to reach a consensus on this issue.
After the administrative approval of Minister of State for School Education Inder Singh Parmar, the notesheet has been sent again to the Finance Department about two months ago, which has not yet returned. It is noteworthy that teachers are promoted in 12, 24 and 30 years. Teachers appointed in the year 2006 have become eligible for the first promotion in the year 2018.
This is the system of governance
In the School Education Department, the old cadre lecturer has been appointed by the Commissioner Public Instruction, the Divisional Joint Director of the upper class teacher and the District Education Officer of the Assistant Teacher. The same formula applies to promotions, but due to the workload, the officers reversed the system in the year 2014.
The Commissioner handed over his powers to the Divisional Joint Director and the Divisional Joint Director to the District Education Officer. That is, even if the appointment is made by the commissioner, but the responsibility of giving other benefits to the lecturer cadre will be carried out by the divisional joint director and the district education officer will appoint a higher class teacher and assistant teacher.
Benefits available in tribal department
About 55 thousand teachers have also been appointed in the Tribal Affairs Department, but there is no such situation there. Therefore, the employers have given the benefit of promotion to the employees on time.
