Bhilai. Non-executive promotion policy was introduced again in the year 2018 in Bhilai Steel Plant. In which the desired improvement was not made in the selection process. The old policy itself was re-implemented with slight modifications. Against the rules of this policy, a case was filed in the Central Administrative Tribunal by Pramod Kumar Mishra, General Secretary of Bhilai Shramik Sabha HMS. On which the final relief was given by the court that if the process is proved wrong then the promotion will be refunded.
HMS General Secretary Pramod Kumar Mishra said that it took more than a year for the SAIL management to file the reply in the case, then due to COVID-19, hearing could be held only once or twice for two years. Due to the retirement of one judge, the hearing is currently going on in a single bench. The next hearing has been fixed for April 4, if another judge is posted, then the hearing will take place.
Thus delay in justice causes dissatisfaction among senior employees. In the non-executive promotion policy in Bhilai Steel Plant, such a provision was also made that the employee who is senior will have to do the work of shift incharge. The agreement of which has been done by INTUC Union on 25 June 2021. Due to which the management is pressurizing the senior employee to do the same work as the officer.
Due to this also the junior officer promotion is not being taken out by the management. When the management work is being done without giving promotion, then the management is not feeling the need.
HMS General Secretary Pramod Kumar Mishra said that Junior Officer Examination Policy was introduced in Bhilai Steel Plant in 2008, under which provision was made that promotion from employee to officer would be given under this selection process every two years. But after 2010 it was not implemented.
In the year 2008, questions were raised by the employees throughout the SAIL in the selection process. There was even a CBI raid in Bokaro Steel Plant. Hundreds of employees went to the court.
The main reason for which was not giving the copy of the OMR sheet to the employees in the written examination nor giving information about the correct answer and determining the bias marks in the interview.
For example, even after getting 90 percent marks in the written examination, he was prevented from getting promoted in the interview by giving 6 to 7 marks in the middle. There was complete transparency in the selection process. Due to which the cases filed by hundreds of employees are pending in the Central Administrative Tribunal to the Central Government Industrial Tribunal cum Labor Court.
