Hyderabad. The Telangana state government has imposed a one-year ban on gutkha and pan masala. According to an order issued by the Food Safety Commissioner, the manufacture, storage, distribution, transportation and sale of gutkha and pan masala have been banned. The order issued states that gutkha and pan masala which are packed in pouches or packets are banned throughout the state of Telangana for a period of one year from May 24, 2024. The ban has come into effect with immediate effect and will remain for one year.
The decision is aimed at curbing tobacco and nicotine consumption. Tobacco and nicotine pose significant health risks to the public. The ban under the Food Safety and Standards Act, 2006 is aimed at protecting the public. Gutkha has been banned in the state since the formation of Telangana in 2014. The ban was upheld by the Telangana High Court in November 2021. The ban was challenged by gutkha manufacturers in the Supreme Court, which stayed the notification banning it in March 2022.

In September 2022, the Telangana High Court barred authorities from taking punitive action against manufacturers and sellers as long as the Supreme Court’s stay is in force. The state issued a notification banning gutkha in January 2023. But, the Supreme Court stayed this as well. In such a situation, it remains to be seen how the new ban is implemented.
