New Delhi: Arvind Kejriwal has done such a thing in Tihar Jail, due to which the jail superintendent has reminded him of the rules. In fact, Tihar Jail officials have informed Chief Minister Arvind Kejriwal that his letter written to Lieutenant Governor VK Saxena is a misuse of rules. Tihar Jail officials said that the letter written by Arvind Kejriwal to LG, in which he said that Atishi will hoist the tricolor on Independence Day, is a ‘misuse of privileges’ given to her under the Delhi Prison Rules.

The Superintendent of Tihar Jail No. 2 cited various provisions of the Delhi Prison Rules, 2018 and wrote to Kejriwal advising him to ‘refrain from any such improper activity’ or else his privileges would be curtailed. Arvind Kejriwal, in a letter to the Lieutenant Governor last week, said that Delhi Cabinet Minister Atishi will hoist the national flag in his place during the Delhi government’s Independence Day celebrations.

However, the Lieutenant Governor’s office has denied receiving any such letter from the Chief Minister. Arvind Kejriwal is lodged in Tihar Jail in a Central Bureau of Investigation (CBI) case in connection with the alleged excise policy scam. He has already got interim bail from the Supreme Court in the money laundering case related to the excise policy registered by the Enforcement Directorate (ED). In a letter to Kejriwal, Tihar Jail officials said, ‘A mere reading of the above rules makes it clear that your letter does not fall in the category of correspondence that is allowed to be sent outside the jail. Only private correspondence with a group of people is allowed. Therefore, your letter dated August 6 has not been sent to the recipient.’

The letter states that undertrial prisoners are governed by the legal provisions of the Delhi Prison Rules. It says, ‘It is surprising to know that the contents of the letter submitted by you on August 6 were leaked to the media without any authority. This is an abuse of the privileges granted to you under the Delhi Prison Rules, 2018.’ The jail superintendent advised Kejriwal to ‘refrain from any such improper activity.’

The letter said, ‘… failing which I will be forced to apply the provisions of the Delhi Prison Rules, 2018 to curtail your privileges.’ The letter cited Rule 588, which states that the contents of all letters written by prisoners will be limited to personal matters.
