15 days after the Pahalgam terror attack, India attacked 9 terrorist bases in Pakistan and Pakistan Occupied Kashmir (POK) on Tuesday night. The Ministry of Home Affairs has listed these places as civil security districts. These are different from general administrative districts.
Civil security districts are divided into 3 categories based on their sensitivity. Category-1 is the most sensitive and class-3 less sensitive. The Ministry of Home Affairs had issued orders to all the states to drill mock drills on 5 May. The ministry had released the list of districts for mock drills on 5 May. A total of 259 civil security districts have been created in 35 states and union territories of the country. Out of these, mock drills are running in 244 civil security districts of 25 states.
However, it is not necessary that these civil security districts are general administrative districts. For example, a total of 19 civil security districts have been created in Uttar Pradesh. These include administrative districts like Kanpur, Lucknow, Mathura and areas like Bakshi Ka Talab, Sarwasa in Lucknow and Saharanpur. There is also an Air Force station here. A total of 259 civil security districts divided into 3 categories have been divided into 3 categories on the basis of their importance or sensitivity. Category 1 includes the districts that are the most sensitive. There are a total of 13 districts. It has been kept in category 1 district due to the presence of Narora nuclear plant in Bulandshahr, Uttar Pradesh. Similarly, category 2 has 201 districts and category 3 has 45 districts.
Air Red Sirens: When the enemy attacks an air attack during the war, the common people are alerted by playing sirens. On hearing the siren, people get to know the attack and have to go to safe places. The siren is practiced during the mock drill, so that people can be trained to hide in a safe place except a dangerous place without panic.
Blackout exercise: If the light is closed during the enemy’s air strike and blackout, it will be difficult for them to find a place to attack. Enemy aircraft will not be able to target accurately. In the dark, common people will survive the eyes of the enemy. For this reason, blackout practice is done during the mock drill, so that people can practice reaching a safe place even in darkness.
In the mock drill areas, the siren will ring, electricity will be cut and people will run around to hide. This is the first time after the 1971 war, when people will be taught ways to escape during the attack. A high -level meeting was held in the Ministry of Home Affairs on 6 May, in which several highly placed officers including the Chief Secretaries of the states and the head of civil security were present. The central government has ordered mock drills in 244 districts of the country. The last time such mock drill in the country took place in 1971. At that time there was a war between India and Pakistan. This mock drill was done during the war. In this, citizens will be trained to protect themselves during the attack.
