Prime Minister Narendra Modi launched the Village Survey and Mapping (or Swamitva) scheme with new technology in rural areas in 2020 to bring ‘economic progress’ in rural areas. The objective of the scheme was to survey land through drones and demarcate populated land in rural areas through GIS technology. On December 27, Swamivat property cards will be distributed to 58 lakh people of 50 thousand villages in 10 states.

Ensuring land ownership rights will reduce land disputes and help in village level planning. On December 27, Prime Minister Narendra Modi will issue this card to the people of Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan and Uttar Pradesh, apart from the two union territories of Jammu and Kashmir and Ladakh. ,
What is ownership plan?
The central government had planned to issue ownership cards to land owners in rural areas. For this, land owners will be given a card on which they will have ownership rights. With its help it will become easier to take loan from banks. In this card, all the information related to people’s land will be stored digitally.
The Panchayati Raj Ministry said that earlier many states did not have a map of the residential areas of the villages. Due to which there were difficulties in getting loans from banks. Following the new initiative, many property owners have been able to avail bank loans through their property cards, which have now also been legalised.
Ministry Secretary Vivek Bhardwaj said that under the Swamitva scheme, drone survey has been completed in 3.17 villages. Drone survey of populated and non-populated areas is the first phase of this scheme. So far, more than 2.19 crore property cards have been made in 1.49 lakh villages. It was told that under this scheme, cards will be made available to all the beneficiaries by March 2026. However, the earlier target was March 2025.
