A total of 69 agendas were approved in the meeting of the State Council of Ministers held on Friday under the chairmanship of Chief Minister Nitish Kumar. Additional Chief Secretary of Cabinet Department, Dr. S Siddharth gave detailed information about the decisions of the meeting. He informed that now Bihar State Jeevika Nidhi Credit Cooperative Union Limited will be formed and it will be registered under Bihar Cooperative Society Act, 1935. With this, Jeevika will now have its own bank. With its help, the Didi related to livelihood can easily take a loan. It is worth noting that about 11 lakh livelihood groups have been formed in the state, with more than 50 lakh women. Additional Chief Secretary said that the birth anniversary of the then Deputy Chief Minister and MP Sushil Kumar Modi will be celebrated every year on January 5 as a state ceremony. It has been approved by the Council of Ministers.
The state government has announced two percent dearness allowance (DA) to the state employees on the lines of the central government. Under this, dearness allowance of seventh pay scale employees has been increased from 53 percent to 55 percent. Similarly, dearness allowance of fifth pay scale employees has been increased from 246 percent to 252 percent and the dearness allowance of the sixth pay scale employees has been increased from 455 percent to 466 percent. This announcement will cost an additional financial burden of Rs 1 thousand 70 crore on the state treasury. At the same time, the target is to collect a loan of Rs 25,000 crore in the financial year 2025-26. A market loan of 58 thousand 193 crore rupees is also included. 54 thousand 213 crore rupees have been sanctioned by the state government.
Panchayat secretaries responsible for making certificates
Now the responsibility of making birth and death certificates in the state has been handed over to the Panchayat Secretaries at the village level. Apart from this, the formation of Bihar Cancer Care and Research Society has been approved for cancer prevention, treatment and proper management in the state. This decision has been taken to strengthen and expand the cancer treatment system. The number of cancer patients in the state is steadily increasing. This society is being formed to provide them on time to provide proper medical facilities. Under the Health Department, a relevant manual has been made for appointment in Bihar Physiotherapist or Occupational Therapist cadre.
The state government will directly give the benefit of 4% horizontal reservation in government jobs to its disabled. Additional Chief Secretary informed that the entire responsibility of cleanliness of the state block and zonal office and its premises has been entrusted to the livelihood group. This decision has also been taken by the state government. Construction of 1 thousand 69 new panchayat government buildings has been approved in the state. For this, 27 billion 84 crore 93 lakh 27 thousand rupees have been sanctioned. One Sudha Milk Parlor will also be constructed in all these panchayat government buildings.
Now it will not be called ‘Gaya Gaiji’
The name of Gaya has been changed to Gayaji by the state government. The proposal in this regard was approved in the cabinet meeting. This decision has been taken keeping in mind the mythological, historical and religious significance of Gayaji.
Many multi -storey buildings will be built in Patna High Court campus
Many multi -storey buildings will be built in the Patna High Court campus. All these will be used for different tasks. It will include administrative buildings, IT building, auditorium, ADR building besides multi -label car parking. Apart from this, residential buildings of Type-B, C and D category will also be constructed. 302 crore 56 lakh rupees have been sanctioned for this.
Construction of 104 new substations of energy companies
The construction of 104 new power substations has been approved under the state’s North and South Bihar Power Distribution Company Limited. 1 thousand 576 crore rupees have been sanctioned for this. In this, the Center will have 60 percent stake and the state’s stake will be 40 percent.
Various posts will be restored in these departments
Bihar State Aviation Organization Cadre Recruitment Rules, 2025 has been formed for appointment and promotion to the posts of Technical and Non-Technology created in the Directorate of Aviation Organization under the Cabinet Secretariat Department. Under the Cooperative Department, 498 posts including clerical will be reinstated in all departmental offices including the newly formed office. In the Finance Department, the formal approval of 18 additional posts of driver (general category) has been given under Bihar Vehicle Cadre. On the basis of Bihar Fisheries Clerical Services (Recruitment and Services Bet) Rules, 2023, 170 posts approved in Bihar Fisheries Clerical Cadre have been reorganized.
Some big projects were approved
The four-lane road from Dobhi Mor to Babhandev forest was approved under the Amritsar-Delhi-Kolkata Corridor project. 142 crore 80 approved. For Scheduled Tribe students, 480-480-bed blocks will be rebuilt in Dr. Imamganj (Gaya), 720-bed Bhimrao Ambedkar Plus Two Residential School Block, Ara Sadar and Rosda (Samastipur). It will cost Rs 146 crore. A 720 -bed residential school will be built in Purnahiya of Shivhar at a cost of 58 crores. Six Dr., 720 beds. Apart from Bhimrao Ambedkar Residential School, Gaya’s Fatehpur, Dumariya and Amas, Jagdishpur (Bhojpur) Ramchak (Saran), Ukkagaon (Gopalganj) buildings will be rebuilt. It will cost Rs 394 crore 80 lakh. Minority hostels of 560-560 beds have been approved in Pithna, Araria and Gopalganj Manjha of Bhagalpur. Under the Swadesh Darshan Yojana of the Ministry of Tourism, a knowledge and experience center will be constructed in Bodh Gaya. 165 crore 44 lakh rupees have been sanctioned for this.
