Rajya Sabha Chairman and Vice President Jagdeep Dhankhar on Thursday dismissed the notice of the privilege abuses offered by Congress MP Jairam Ramesh against Union Home Minister Amit Shah.
Congress Rajya Sabha MP Jairam Ramesh presented a notice of breach of privilege against Amit Shah, in which he was accused of attacking former Congress President and Rajya Sabha MP Sonia Gandhi regarding the functioning of National Prime Minister Relief Fund (NPMRF).
Citing a press document issued by the Press Information Bureau (PIB) on 24 January 1948, the Speaker rejected the privilege proposal, saying “there has been no violation and truth has been fully followed”.
The Vice President said that he rejected the proposal with “deep pain and feeling of anguish”. He said that this House will not be a platform to “ruin the reputation” of the people.
Dhankhar said, “I have read the document. There is no violation in this, the truth has been fulfilled, which is certified by the documents available with the members. In such a situation, I cannot persuade myself for any code for this notice of privilege against Home Minister Amit Shah. I have refused with a sense of deep pain and pain that we give it to the media and we exacerbate the media, Try to tarnish the image, and I have said on many occasions that this house will not have to protect people’s reputation. “
Reading the quoted press release, Dhankhar said, “The press release issued by the Press Information Bureau said in a press release issued on 24 January 1948,” So I (Prime Minister Jawaharlal Nehru) is starting a fund “Prime Minister’s National Relief Fund” … It will be managed by the Prime Minister, the President of the Indian National Congress, Deputy Prime Minister and some other members. “
On Wednesday, Congress MP Jairam Ramesh presented a notice of breach of privilege against Union Home Minister Amit Shah. In his notice given to the Chairman of the Rajya Sabha, the Congress leader alleged that the Home Minister had made baseless allegations against the Congress Parliamentary Party president from “predefined motives to harm his reputation”.
Jairam Ramesh cited the reply of Union Home Minister Amit Shah in a debate on the Disaster Management Bill, 2024 on 25 March 2025.
The Chief Whip of the Congress in the Rajya Sabha said, “The statement of the Home Minister is sheer false and derogatory. It is similar to the violation of the privilege of Mrs. Sonia Gandhi. So this case also becomes a case of privilege abuses and contempt of the House.”
Citing a debate on the Disaster Management Bill 2024 on 25 March, citing the speech of Union Home Minister Amit Shah, the Congress claimed that he said, “PM Relief Fund was created during the Congress rule and during the tenure of this government, PM Carees Fund was introduced. There was only one family control during the Congress rule and only one family members were its members and their members were part of the Congress President. Is?”
The Congress argued that this is a violation of privilege. The notice of breach of privilege was given to attack Sonia Gandhi under Rule 188 of the Rajya Sabha procedure and functioning rules.
The Congress leader said that although the Home Minister did not name Sonia Gandhi, he clearly mentioned her and accused her intention regarding the functioning of the National Prime Minister Relief Fund (NPMRF).
The Congress leader said that it is well known that to comment on any member of the House or say derogatory things is a violation of privilege and contempt of the House.
