Petrol-diesel is an important source for the states

The Union Petroleum Minister said that petrol and diesel are the most important resources for the states. To achieve this goal, the consent of all states is required. However, he said it is difficult for all states to join in, as liquor and energy are major sources of revenue for the states.

Kerala High Court cited

Hardeep Singh Puri said that the Kerala High Court had suggested discussing the issue in the GST Council, but the Kerala Finance Minister did not agree to it because the non-BJP ruled state was not ready to waive additional VAT on petrol and diesel. Were not.
