Bihar Land Survey 2024: The raiyats who have gone to earn their livelihood in villages and abroad are quite upset about the special land survey campaign going on in Bihar. The raiyats do have possession of the land. But the Khatian is in the name of their grandfathers. Many raiyats are arriving who had bought the land thirty years ago. But till date the land has not been registered. The Assistant Settlement Officer says that for the special survey, a genealogy will have to be made along with the name recorded in the Khatian. Here, officers and personnel have been deployed for the special survey. But the lack of resources is making them helpless.

The peasants are worried about the special land survey. Along with this, the irregularities in Jamabandi and Khesra are also troubling the peasants. Every day people are seen in the survey office and the archives of the region to know the status of their land. Most of the people are busy from morning to evening on the Parimarjan Plus portal to improve the status of the land and to correct the missed Jamabandi.

Assistant Settlement Officer Ashutosh Raj of Dumraon’s special survey in Buxar district said that the genealogy given for special land survey will be in the name of the genealogy, which is already recorded in the genealogy. It is necessary to enter the name of all the heirs in the genealogy in front of that name. Otherwise the genealogy will be considered wrong. The officer said that the genealogy will have to be prepared by oneself. The genealogy does not have to be verified by any notary or headman. The genealogy should start with the name recorded in the Khatian. That is, the first name in the genealogy will be of the one whose name is recorded in the Khatian.

At Chausa, people are showing dissatisfaction due to the slow pace of various works being executed by the Zonal Office. Looking at the problems being faced by people due to the slow pace of implementation of Dakhal-Kharij, LPC and various schemes run and directed by the government, Janata Dal United’s Block President Suresh Singh Chauhan and Senior Vice President Nirmal Singh Kushwaha issued a press release on Saturday and said that due to the indifference of the CO, the progress of various works being executed by the Zonal Office is not good. The officer said that there is no need for a verified copy of the Khatian for the survey. If a raiyat does not have a Khatian, then the issued receipt can be submitted. He said that if the mutation of the purchased land has not been done, then in such a situation a photocopy of the registry related to the land will have to be submitted.

A total of 16 Amins have been deployed for the fourteen Panchayats of Dumraon and New Bhojpur and Old Bhojpur. Along with this, two Kanungos and two clerks have been posted. The settlement office is being run in the old building of the zone. Due to lack of other resources including chairs and tables, the survey work is not getting speeded up. The Assistant Settlement Officer said that Amins are reaching out to the peasants of the villages and making them aware to fill Form 2 and Form 3(1).

The tenants will have to fill the form

Every day, there is a crowd of peasants in the settlement office due to the special land survey campaign. Every day, thirty to forty people living abroad are taking minute-to-minute information from the settlement officer over the phone. Here, Ramji Tiwari of police station number 177 of Kankarahi Mauja of Nenua has complained that the Chak of Kankarahi Mauja has been finalized. But he does not have possession of the Chak land. In such a situation, for which land should the peasant fill the form. But a clear answer to this has not been received yet.
