Nitish government has constituted a committee to review the rates of land registration. A meeting of this committee will be held soon under the chairmanship of the Chief Secretary.

No decision has been taken at the government level on whether there will be an increase in the rate of land registry in Bihar or not. But, considering its current rate and the possibility of its increase, a committee has been formed to brainstorm on the new rate. This committee has been formed under the chairmanship of Secretary cum Commissioner of Registration, Excise and Prohibition Department. Its important meeting is going to be held soon under the chairmanship of Chief Secretary Amrit Lal Meena.
In this meeting, the possible rate of MVR (Minimum Rate of Registration) or if there is scope for increase in rate in selected areas, it will be considered. After discussing all the aspects, this committee will submit its report to the state government. After this the state government will take a final decision whether to increase the MVR rate or not.
Earlier in Bihar, the MVR rate was increased in rural areas in 2013 and in urban areas in 2016. During this period the rate was increased by about 150 percent. Since then, there has been no increase or change in the MVR rate. Only in the last few years, the MVR of the rural areas which have been converted into urban areas has been modified and implemented as per the concerned urban area.

Till 2014, there was a provision to increase MVR every year in the state. Generally there was a tradition of giving an increase of 10 percent. But in 2014, the government changed its provision and issued an order that the increase in MVR will not happen without the order of the state government. In view of this, the increase in MVR of rural areas in 2013 and urban areas in 2016 is still in effect. Since then, the government has not approved any proposal related to its increase. This time the proposal is being prepared to be given after brainstorming on all the aspects.
