In the fake OBC certificate case, Patna AIIMS Director Dr. GK Pal has been found guilty of misuse of position by the three-member inquiry committee of the Health Ministry. And said that he should be immediately relieved of official responsibilities.
In the fake OBC certificate case, the three-member investigation committee of the Ministry of Health and Family Welfare has found Dr. Gopal Krishna Pal, Executive Director of Patna AIIMS, guilty of misuse of his authority and position. Also, the investigation report states that he should be immediately relieved of official responsibilities.
The letter from Taranjit Singh, Under Secretary, Health Ministry, states that on the basis of the investigation report, the Health Ministry had issued a show cause notice to Dr. Pal on October 7. He was asked to reply within three days, and was also asked why disciplinary action should not be initiated against him.
Dr. Pal, in response to Showcause on October 10, had refuted all the allegations made against him in the investigation report. But when Hindustan Times contacted him on this matter on Friday, he refused to speak on the subject. Dr Pal said that I was surprised to know that the report of the inquiry committee, which is confidential, has been made available to the media. This is really disturbing. I have submitted my reply to the ministry within the stipulated time. I will not be able to say anything on this matter. Because the matter is under consideration. And my reply to the ministry is confidential.

Let us tell you that Dr. Pal is accused of irregularities in issuing non-creamy layer OBC (Other Backward Class) certificates and fake selection of his son Dr. Auroprakash Pal in the Doctor of Medicine (MD) course in Microbiology at AIIMS Gorakhpur. Where he was working. He was given additional charge as executive director for nine months, before being relieved from Gorakhpur on September 27. The inquiry committee had submitted its report on the same day. Dr. Pal’s tenure as Executive Director of Gorakhpur AIIMS was to end on October 2.
Earlier on September 10, Bihar government had also started investigation in the matter of issuing OBC (NCL) certificate to Dr. Pal’s son. A three-member committee was formed under the chairmanship of DM of Patna to investigate the flaws in the OBC certificate of Dr. Pal’s son Auro Prakash Pal. Dr. Auroprakash Pal was issued two OBC (NCL) certificates from Patna. The first was issued on January 13 by the Revenue Officer of Phulwarisharif Block and the second on April 27 by the Revenue Officer of Danapur. HT has copies of both his OBC (NCL) certificates.
Let us tell you that on the basis of OBC caste certificate issued from Patna, Dr. Auroprakash got admission under OBC category in the three-year postgraduate MD (Doctor of Medicine) course in Microbiology at Gorakhpur AIIMS on August 30. Whereas his father Dr. Pal does not come in the non-creamy layer. Dr Auro Prakash Pal resigned from the MD course on September 3, after the news of his appointment on the basis of OBC (Non Creamy Layer) certificate broke on social media. Dr Pal said that his son resigned and left Gorakhpur AIIMS after paying a fine of Rs 3 lakh. Because he did not like the subject. It has been decided to prepare for the next INI-CET (Institute of National Importance-Common Entrance Test) on 10th November.
Aroppragya Pal, daughter of Dr Pal, Director of AIIMS Patna, who has been working as a Senior Resident in FMT at AIIMS Patna for three years. He had also applied under OBC-NCL category last year. However, he was selected in the UR category as he had scored 89 marks out of 100. Which included a written examination, in which she scored 74 marks out of 80, and a 20-mark interview, in which she scored 15 marks. According to the notification issued by the Medical Superintendent of AIIMS Patna, she topped the top four candidates selected as SR.
Let us tell you that according to the Ministry of Personnel and Pension, sons and daughters of Group A/Class-1 officers of Central and State Services (Direct Recruitment) come under the purview of creamy layer. OBCs in Bihar and Uttar Pradesh are not entitled to the benefits of 27% reservation.
