Bihar Politics Scandal: Nowadays a name is in the headlines in Bihar politics: Prashant Kishore. Known for his impeccable and sharp style, PK has once again made a political blast whose echo is heard far and wide. This time his target is BJP veteran leader and former Health Minister Mangal Pandey and Bihar BJP President Dilip Jaiswal. Prashant Kishore has called a press conference and made serious allegations of corruption on both of them directly.
This is not a small thing, but is alleged to have straightforward bribery post and wastage of public money. PK has alleged that Mangal Pandey bought a luxurious flat in Delhi during the Corona period, for which Dilip Jaiswal gave the money. In return, Jaiswal’s medical college was given the status of ‘Deemed University’. Not only this, he has also claimed a big scam in the purchase of ambulance in which the Bihar government has paid a much higher price than other states.
Flat ‘deal’ and medical college ‘deal’
The most shocking thing about Prashant Kishore’s allegations is that he has explained the entire ‘game’ with the dates and names of the people. PK said that when Mangal Pandey was a health minister, he bought a flat in Dwarka, Delhi in the name of his wife Urmila Pandey. The price of this flat was ₹ 86 lakh and out of this, Bihar BJP President Dilip Jaiswal paid ₹ 25 lakh. Jaiswal sent this money to the account of Mangal Pandey’s father Awadhesh Pandey on 6 August 2019, who later transferred this money to his wife’s account. Prashant Kishore insisted that Mangal Pandey has neither announced any debt from his father nor Dilip Jaiswal in his election affidavit. He raised the question that when this money was neither a donation nor a debt, then it was given in what item?
PK also answered this in his own way. He alleged that in exchange for this money, Dilip Jaiswal’s medical college was given the status of ‘deemed university’. Earlier, this college was carrying affiliation from BN Mandal University for the last 20 years. Prashant Kishore alleged that Mangal Pandey gave this status to his college by taking bribe from Jaiswal, which gave the college the right to give degrees on his own. This charge is directly a case of misuse of the post and if it is true, it can create a big political and legal controversy.
‘Expensive’ game in ambulance purchase
Prashant Kishore did not stop his point only till the purchase of flat, but he also claimed to be a big scam in ambulance purchases. He has sought answers from former Health Minister Mangal Pandey and IAS officer Pratyam Amrit, who is going to become the Chief Secretary of Bihar. PK said that in 2022, the Bihar government issued a tender to buy 1000 ambulances. In this, 446 ambulances of ‘Type-C’ were purchased for ₹ 19.58 lakhs. But when 222 more ambulances were purchased in April 2025, their price increased to ₹ 27.47 lakh. That is, the price of an ambulance increased by ₹ 7.90 lakh in just three years. PK questioned this, saying that when the same ‘Type-C’ ambulance in Odisha was purchased two months ago for ₹ 16 lakh and 2500 ambulances of ‘Type-B’ in Uttar Pradesh were purchased for just ₹ 12 lakhs, why is Bihar government buying the same ambulance for ₹ 27.47 lakh?
Accused of arbitrary and disturbance in tender
Prashant Kishore also highlighted the ‘disturbance’ in the ambulance tender. He said that the condition of the tender was that the contract will be found only to the company which has a service center in every district. But the contract force was given to Motors with only four-six districts. Despite violating this condition, the company did not take action but was ordered for 222 more ambulances at an increased price.
Even more surprising is that Tata Motors was dropped from the tender on technical grounds. Tata Motors had said that they would give AC in both the driver and the patient at a low price. But the tender committee said that they need an ambulance in which AC is not only in the patient in the patient. Force Motors fulfilled the same condition and got the tender. PK alleged that the ambulance on the company’s website, which is priced at ₹ 21 lakh, why the Bihar government is buying it for ₹ 28 lakh while the price should have been reduced due to a large number of purchases.
Ayushman’s ‘boon’ to Jaiswal’s hospital
Prashant Kishore made another serious allegation against Dilip Jaiswal. He said that under the Ayushman Bharat Scheme, the maximum withdrawal from Dilip Jaiswal’s hospital in Bihar has been done. He said that the head of Ayushman Yojana in Bihar was earlier Mangal Pandey’s PS. This allegation also seems to be directly a case of personal benefits by directly abusing the post and power.
These allegations of Prashant Kishore have brought a new earthquake in Bihar politics. The truth of these allegations and their political impact will tell the time to come, but it is so certain that these two big leaders of BJP are now under question. It will be interesting to see what the reaction of Mangal Pandey Dilip Jaiswal and the Bihar government comes to this matter.
