Outsiders are constantly being targeted
In recent times, terrorists are carrying out target killing of outsiders in Jammu and Kashmir. The laborers working there are the easiest targets of these incidents. Two days ago, a similar incident was carried out by terrorists, in which a non-Kashmiri youth was shot dead. According to intelligence agencies, the terrorists want to spread fear in the valley by targeting outsiders. Their aim is to sabotage the plan for rehabilitation of Kashmiri Pandits. The incidents of target killing have increased since the removal of Article 370.
