Bihar Land Survey: Questions are being raised on the process of land survey i.e. special land survey going on in Bihar. Patna High Court lawyers have raised questions on the land survey by making several serious allegations. High Court senior advocates Yogesh Chand Verma and Krishna Prasad Singh told the media on Thursday that people are being harassed financially in the name of land survey. Documents are being sought from land owners, while the government itself does not have the land papers.
The lawyers said that after the cadastral and revisional survey, when the country became independent, the landlords had filed the land returns. It has full details of who owned the land. But today the returns of the landlords are not available in many districts. In many blocks, the page of Jamabandi Register-2 is missing or torn. First of all, the government should make the returns of the landlords public, so that people can know who owned the land in 1950.

He further said that at present the Khatian prepared after the revisional survey is being considered as the basis. Whereas after the revisional survey the land has been sold and people are staking their claim on the land on the basis of the name in the Khatian. The land on which the claim is being made has been sold by the ancestors.
Demand to postpone the land survey
High Court advocates said that the land of those who do not live in their village has been encroached upon by the nearby landowners. In such a situation, the aerial survey of the government land will show less land than the actual land and the map prepared during the revisional survey will have a different measurement of the land. The land survey work currently going on is a hasty step. Therefore, it should be postponed with immediate effect. First, the revenue records including Khatian, genealogy, register-2 and land revenue receipt etc. should be corrected and updated through the employees. After that, the land survey work should be done.
