Cyberpeace index: When cyber threats are becoming more broad and complicated every day, from ransomware and data theft to new challenges such as rapid spread of misinformation and deepfac, at a time it is felt around the world that digital preparations of countries are felt that the digital preparations of countries be evaluated. But the global index prevalent so far has been focused on aspects like cyber capacity, preparations assessment and terrorism.

To remove this flaw, the Cyberpiece Foundation has announced the Cyberpiece Index. The announcement was made during the United Nations Internet Governance Forum (IGF) 2025 in Oslo, the capital of Norway. This will completely change the direction of evaluation of the new global framework cyber ecosystem. Now the focus will not be on strength and preparation, but on digital belief, security and goodness of citizens.

The origin of this index is a 10-pillar structure, which assesses any country from a broad and balanced perspective. These columns are cyber security preparations, ability to deal with cyber crime, peace approach in digital diplomacy, cyber literacy and inclusion, public-private participation, responsible artificial merit (AI) operations, mental-social firmness and trust of the most important user and digital security. The purpose of this structure is to see how safe, inclusive and reliable digital environment a country is being created for its citizens.

Vineet Kumar, founder and global president of the Cyberpiece Foundation, said, “This index is being developed from the point of view of a broad and diverse stakeholders.” We have taken inspiration from the famous indices around the world, but have added aspects that have been ignored so far. Such as digital safety, trust environment and technical ethics of citizens. When cyber threats have become so complicated, now there is a need to measure peace, not just strength. This index brings citizens back to the center of discourse. ”

This index is being designed as a multi-dimensional and morality-based model, which will investigate how capable of preventing cyber crime, controlling misinformation and protecting users from new threats such as fraud and deepfec. This will be a useful tool for governments, companies and civil organizations, so that they can check their policies and improve them.

The Cyberpiece Foundation will continue to communicate with global experts and related stakeholders in the coming months to make the index more accurate and relevant. Its experimental version is expected to be released this year. Its long-term goal is to establish it as an annual criterion for the world, which is helpful in policy-making and empower digital citizens around the world.

Cyberpiece index relevance for India

1. Why does India need a cyberpiece index?

India is the largest democracy in the world and is one of the most connected countries with more than 85 crore Internet users. But this digital development also brings many big challenges with itself – such as rising cyber attacks, misinformation, deepfacks and threats about online security, especially for women, children and deprived communities.

Today’s indexes focus on cyber strength and infrastructure, but do not reflect the experiences of common Indian citizens – such as women, children, rural users or neglected groups. The Cyberpiece Index gives India a citizen-focused, trust-based standard that we can correct our cyber health in a holistic manner-not only technically, but it is how safe, moral, inclusive and peaceful it is, but can also measure it.

2. Why do global index priority to strength, and why is it a problem for India?

Most global index (eg Nation Cyber ​​Power Index) prefer the following:

• aggressive cyber capabilities

• Military level preparation

• Bhurajnial effects

This thinking ignores the truth of countries like India, where the scale of digital participation is very large.

India’s digital strategy is based on Digital Public Infrastructure (DPI), data for development and inclusive access. We want an index that is not only cyber strength, but also the values ​​like moral leadership, cooperation and peace formation – which India has always brought in global forums.

3. Current index does not measure the trust and security of citizens. How can the Cyberpiece Index improve it in India?

This index has been designed keeping in mind digital citizens. This means in the context of India:

• It will measure how safe people people feel online

• How is the grievance redressal system for cyber crime, fraud, exploitation of children and online harassment

• How is the digital complaint solution access in regional languages

• How are the trusts and safety protocols of the government and platforms working

This will assess through real-time data, civil survey and platform disclosures where India stands and which area needs immediate improvement.

4. What does civil-centered, morality-based and peace-focused model matter to India?

This model matches India’s constitutional values ​​and the thinking of Digital India:

• Citizen-centered: Emphasis on reach, safety and empowerment of citizens instead of monitoring or suppression

• Ethics based: Technology should respect rights, dignity and diversity

• Peace-focused: India wants a solution to cyber disputes through dialogue and not through digital conflict

For example, many cyber security initiatives in India are of ground level – which promote awareness, security and moral digital conduct. This shows that cyber security is not only a matter of firewall, but also people.

5. What will happen in pilot launch in 5 countries including India?

The following steps will be taken in the pilot phase:

• Scoring model testing in 5 different countries

• Participation of policy makers, cyber security agencies, academic institutions and civil society in India

• Launch of an open dashboard prototype with Indian data and policies

• Regional workshops and community counseling to verify the country’s cyber peace profiles

This will ensure that the final index is correctly depicted by India’s reality and became a model for other countries of Global South.
