New Delhi. Delhi Police has imposed Section 163 in many areas of the capital from 30 September 2024 to 5 October 2024. Under this order, there will be a strict ban on protests and carrying weapons on all the borders of Delhi including New Delhi, Central Delhi, North Delhi. This order has been issued keeping in mind possible protests and law and order.
Why was Section 163 implemented?
According to Delhi Police, there has been a call by several organizations to organize protests and other events in the first week of October 2024. The atmosphere of Delhi remains sensitive from law and order point of view regarding Waqf Amendment Bill (proposed), Shahi Idgah issue, MCD Standing Committee elections and other matters. Moreover, the Delhi University Students Union (DUSU) election results are also yet to be announced, which may make the situation more tense. For this reason, Delhi Police Commissioner has decided to implement Section 163 in these areas.

Gandhi Jayanti and VVIP Movement
Delhi Police said in its notice that on the occasion of Gandhi Jayanti on October 2, there will be movement of many VVIP persons in New Delhi and Central Delhi. Apart from this, assembly elections are also going on in Jammu and Kashmir and Haryana, in view of which special vigil is being maintained on the borders of Delhi. Due to these elections, there is a fear of anti-social elements disturbing public order in the national capital. Additionally, the festive season is also around the corner, including major festivals like Dussehra and Diwali, which may impact law and order.

What things are banned?
Issuing the order, Delhi Police Commissioner Sanjay Arora has clarified that the following activities will be banned from 30 September to 5 October 2024:
1. Assembly of five or more persons without permission.
2. Carrying any kind of weapons like fire-arms, sticks, swords, spears, banners, and placards.
3. Organizing protests, demonstrations or meetings in public places.
Delhi Police has warned that if anyone violates these orders, he will be punished under Section 223 of the Indian Penal Code 2023.
Special vigilance during festival and election season
Since the festive season is round the corner and elections are taking place in Jammu and Kashmir and Haryana, the movement of people and vehicles on the borders of Delhi will be continuously monitored. Delhi Police has said that security arrangements are being made more stringent in view of the possibility of incidents of attack and provocation on migrants from the state by anti-social elements.
