Alexey Kozygin, then Prime Minister of the Soviet Union, offered a compromise. The date for the agreement in Tashkent was fixed for 10 January 1966. Under this agreement, both the countries had to withdraw their armies from the border by 25 February 1966. After signing the agreement, Prime Minister Lal Bahadur Shastri died under mysterious circumstances on the night of 11 January.
