No one can ignore the way India’s reputation has grown in the world consciousness in the last 10 years under the leadership of Prime Minister Narendra Modi. Now India is speaking and the world’s largest organization, the United Nations Security Council (UNSC) is listening.

After India’s repeated raising of voice, the United Nations Security Council has come under pressure for the first time. As a result, for the first time, the initiative of reforms in the UNSC has started in writing. The UNSC has included a detailed paragraph for the first time on other reforms including permanent membership in the United Nations Security Council. India has praised this initiative of the UNSC. India has said that the inclusion of a detailed paragraph for the first time on the reform of the Security Council in the document of the United Nations Summit is a “good start” and New Delhi hopes to start ‘text-based negotiations’ within a fixed time frame to reform the 15-nation body.

It is noteworthy that ‘text-based negotiations’ refer to the process of preparing such a content of an agreement which all the parties are ready to accept and sign. On the first day of the ‘Future Summit’ on Sunday, world leaders unanimously accepted the ‘Future Agreement’ which promised to ‘reform the Security Council, increase its representation, accept the urgent need to make it more inclusive, transparent, efficient, effective, democratic and accountable’. UN officials have described the language of the ‘Future Agreement’ regarding the long-pending Security Council reforms as ‘unprecedented’.

Foreign Secretary Vikram Misri, when asked how India views the language on UN Security Council reform in the “future deal”, said, “I would just like to draw your attention to the fact that for the first time a UN summit document has included a detailed paragraph on UN Security Council reform. “So even though it may not have every detail in every area that we envision or that we would want to have, I think it is a good start.” Misri said India “ultimately hopes to see the start of text-based negotiations in a definite time frame.” “But this should be seen as a first step towards that objective,” he said.

During this visit, Modi attended the summit of heads of government of the member countries of the ‘Quad’ (Quadrilateral Security Dialogue) in Delaware, held bilateral talks with US President Joe Biden, addressed a large program of NRIs in ‘Long Island’, addressed a round table meeting of Chief Executive Officers (CEOs) of technology companies, presented his views at the ‘Summit of the Future’ in the United Nations General Assembly and held bilateral talks with many world leaders including Ukrainian President Volodymyr Zelensky, Nepal Prime Minister KP Sharma Oli and Palestine President Mahmoud Abbas.
