Ukrainian Foreign Minister Andriy Sbiha said he had instructed his ministry to formally invite the UN and ICRC to work in the Kursk region while visiting the northeastern Ukrainian region of Sumy on Sunday. Russia’s state news agency TASS quoted Kremlin spokesman Dmitry Peskov as saying such statements were “provocative”. He made clear that Moscow, which launched a full-scale invasion of Ukraine in 2022, expected the UN and ICRC would not accept the invitation. ICRC President Mirjana Spoljaric was due to visit Moscow and planned to meet Foreign Minister Sergei Lavrov, the RIA news agency reported on Monday.
