New Delhi. A total of Rs 1.04 lakh crore has been allocated for the education sector in the Union Budget for the financial year 2022-23, which was Rs 93,224 crore in the budget estimate for the financial year 2021-22 and Rs 88,001 crore in the revised estimate. Presenting the budget in Parliament, Finance Minister Nirmala Sitharaman also mentioned the loss of education to children due to the closure of schools due to the pandemic.
Finance Minister Nirmala Sitharaman said on Tuesday that skill development programs and partnerships with industries will be given a new direction, which will continuously promote the dimensions of skill, and also increase sustainability and employment potential. The Finance Minister also announced aligning the National Skill Qualification Framework (NSQF) to the progressive industrial needs, setting up a digital university to provide world class quality universal education, setting up a world class foreign university in GIFT City and creating virtual laboratories and digital materials. Of. Sitharaman said that Digital Ecosystem for Skilling and Livelihood – the DESH-Stack e-portal will be launched.
He said that the objective of this portal is to empower the citizens in such a way that they can develop their skills through online training. He said that under this API based reliable skill recognition will be provided and accordingly payment will also be made so that citizens can get the benefit of employment and entrepreneurship opportunities.
Sitharaman said, “Facility of ‘Drone Shakti’ and Startups for Drones-as-a-Services (DRaas) will be promoted through a variety of applications.” Necessary courses for skill development will be run in selected ITI institutes of all the states.” He said that a digital university would be set up to provide world class quality universal education to the students across the country with personalized access at their doorsteps.
Sitharaman said that due to the closure of schools due to this epidemic, children especially those coming from rural areas and scheduled castes, scheduled tribes and other backward classes have been deprived of formal education for almost two years. The Finance Minister said, “Most of these children study in government schools. We recognize the need to provide supplementary education and establish a forward-looking system for education.” About Rs 9,000 crore is more.
37,383.36 crore has been allocated for the Samagra Shiksha Abhiyan, which is Rs 6000 crore more than the budget allocation of last year. Rs 7,650 crore has been allocated for Kendriya Vidyalayas and Rs 4,115 crore for Jawahar Navodaya Vidyalayas. 40,828 crore has been allocated to the Department of Higher Education under the Ministry of Education in the financial year 2022-23, which shows an increase of 6.6 percent over the previous financial year.
Sitharaman said that PM e Vidya’s ‘One Class One TV Channel’ program will be increased from 12 TV channels to 200 TV channels for this purpose. He said that with this all the states would be able to provide supplementary education in their regional languages for the students of class 1-12.
He said that 750 virtual laboratories in science and mathematics and 75 skill e-labs for synchronous learning environment would be set up in the year 2022-23 to promote critical thinking skills and give space to creativity under vocational curriculum. Nirmala Sitharaman said that high quality e-content will be created in the language spoken there through digital teachers on internet, mobile, phone, TV, radio.
He said that a competitive mechanism would be set up to empower and equip teachers with digital tools of teaching-learning to produce quality e-content and to get better learning results. Referring to the development of India-centric knowledge in urban planning design, the Finance Minister said that the All India Council for Technical Education (AICTE) will play a leading role in improving, improving quality and providing access to courses related to urban planning among other institutions.
