new Delhi: At present, many IAS posts are lying vacant in the country. At present, less than 22 per cent of the sanctioned strength are IAS officers. This information was given by Minister of State for PMO Jitendra Singh in Parliament on Wednesday.
PMO Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh told the Lok Sabha on Wednesday that there were 5,231 IAS officers in the country as on January 1, 2021, which was 1515 (22.45 per cent) less than the sanctioned strength of 6,746. A total of 3787 officers were direct recruits in the IAS, while 1444 were promoted (state civil services/non-scs).
On Thursday, the department-related Parliamentary Standing Committee on Public Grievances, Law and Justice, headed by Sushil Kumar Modi, in its 112th report tabled in both the Houses of Parliament, said that there is a huge gap. The gap between the positions of IAS officers is as big as 104 in the UP cadre, 94 in the Bihar cadre and 87 in the AGMUT cadre.

In the year 1951 also, there were 957 officers of the Indian Civil Service (ICS), including 336, while the sanctioned strength of 1232 i.e. 275 or 22.32 percent of the seats were vacant. As per the available data the shortfall has remained since then. It was the lowest (0.79 percent) in 2001 and the highest (28.87 percent) in 2012. On an average, 19 per cent posts were vacant in the 10 years of the UPA regime. At the same time, during the last seven years of the NDA government, this number has been 22.58 percent.
This is how the sanctioned post is determined
Under the relevant cadre rules, there is a provision for five year cadre review for each cadre of All India Services. The Cadre Review Committee (CRC) is chaired by the Cabinet Secretary, consisting of Secretary DoPT, Secretary Expenditure, Secretary Administrative Ministry (for services other than IAS), and the senior-most member of the service/cadre as its members. Cadre review is a continuous process and some states are taken up for review every year by rotation.
This is the process of recruitment of IAS officers
The direct recruits are selected every year through the Civil Services Examination (CSE). The number of recruitments is decided by a committee, which takes into account several parameters. Since 2012 till now 180 IAS officers have been recruited every year through CSE. Jitendra Singh told the Lok Sabha on Wednesday that a committee has been constituted to determine the recruitment of IAS officers every year from CSE-2022 to 2030.
This is the work IAS officers do
IAS officers are given a wide range of high level responsibilities. His work in the states is related to revenue collection, maintenance of law and order and supervision of the policies of the central and state governments. Acts as Executive Magistrate and Development Commissioner in revenue matters. Monitors the expenditure of public funds and contributes to policy making and decision making in consultation with ministers at the senior level. Also work in the Central Government under deputation.
