Professors of all the universities of Bihar will now be promoted according to the new standard of UGC. The committee of Vice Chancellors constituted for the promotion of university teachers has submitted its report to the Rashtriya Uchchatar Shiksha Abhiyan (RUSA). Russia will send it to the Education Department after the committee’s proposals are discussed and approved. It may be noted that till now the promotion of professors in state universities was done on the basis of UGC Statute of 2005, whereas UGC has made effective Statute in 2010 and 2018. In view of this, the Education Department had banned the promotion of assistant professors in the universities of Bihar. Now after the implementation of the new statute, the way has been cleared for the promotion of university teachers.
Variety of standards changes
According to the information, under the new statute, PhD with four years of service has been made mandatory for promotion from assistant professor (Level 10) to senior assistant professor (Level 11). OR MPhil with five years service and degree in professional course is mandatory. In addition, they will also have to gain experience in research methodology. Publication of research papers, refresher courses and good grades of the Promotion Screening Committee should also be achieved for promotion. Special standards are being prepared for promotion from Assistant Professor to Senior Level 11 to 12 Assistant Professor Level 12 to Associate Professor, Assistant Professor to Professor, Professor to Senior Professor and Librarian to Professor.

Statute ready for promotion: Prof. Kameshwar Jha
Bihar Higher Education Council Vice-Chairman Prof. Kameshwar Jha said that a statute has been prepared for the promotion of assistant professors in the universities of the state. In this, new standards have been set for promotion. The new standards are stricter than the old ones. Soon the Statute will be sent to Raj Bhavan through the Education Department for approval. The Education Department is continuously working to improve the academic standard of the universities of the state.
