Provisions have also been made in this bill to ensure that the municipal corporation should be run with transparency. It also proposes to increase the number of councilors to a maximum of 250. Is.” Shah told the Lok Sabha that 1 lakh 20 thousand employees of the three municipal corporations work in Delhi. The Rashtrapati Bhavan, the Parliament House, the center of central ministries and international meetings are also in Delhi. In such a situation, it is very important to be able to discharge any responsibility in the manner of Municipal Corporation.
Referring to the policies adopted during the bifurcation of Delhi Municipal Corporation in the year 2011, the Home Minister said that there are different policies to run all the three Municipal Corporations of the same city. When resources and responsibilities were distributed among the corporations, they were not allocated consciously. At that time the division was done in such a way that one of the three municipal corporations would always be in surplus, the responsibility of the other two corporations would be more, but the income would always be less. Due to this many problems arise.
Shah said that by merging all the three municipal corporations into one, the civic work would improve and improve. Apart from this, the government has no other objective to unite the three municipal corporations.
On the other hand, Congress MP Manish Tewari opposed this and said that only Delhi Assembly has the right to take any decision regarding the merger of Municipal Corporation or any other decision in this regard. The central government cannot interfere in this matter.
Manish Tewari asked the government that for how long does it want to postpone the Delhi Municipal Corporation elections? Will this election be postponed for the next two-three years? He put this question before the government on the subject of municipal corporation delimitation.
Tiwari said, “It has come to our notice that the government wants to complete the delimitation before the corporation elections, but the 2021 delimitation which was to be held in Delhi had to be postponed due to Corona. Now the next delimitation is to be done by 2023.” If there is no hope, then will the municipal elections not be held in Delhi till 2023.
Manish Tewari said that the central government is going to appoint a special officer to run the municipal corporation, so it seems that the government will run the municipal corporation without elections.
