NITI Aayog said in a report on Monday that the maximum reduction in poverty has occurred in Uttar Pradesh, Bihar and Madhya Pradesh. Multidimensional poverty is measured by improvements in health, education and living standards. According to NITI Aayog, multi-dimensional poverty in the country was 29.17 percent in 2013-14, which decreased to 11.28 percent in 2022-23. With this, 24.82 crore people have come out of this category during this period.
Prime Minister Narendra Modi has written on the social media platform ‘X’, “Very encouraging. This reflects our commitment to pursue inclusive growth and focus on transformational changes in our economy. We will continue to work towards ensuring all-round development and a prosperous future for every Indian.”
Assessment done on these parameters
The Commission said that national multidimensional poverty measures the situation on health, education and standard of living front. These are represented through indicators linked to the 12 Sustainable Development Goals. These include nutrition, child and adolescent mortality, maternal health, years of schooling, school attendance, cooking fuel, sanitation, drinking water, electricity, housing, assets and bank accounts. NITI Aayog’s national Multidimensional Poverty Index (MPI) uses the ‘Alkire Foster methodology’ to estimate the decline in poverty rates. However, the national MPI consists of 12 indicators while the global MPI consists of 10 indicators. At the state level, Uttar Pradesh has lifted 5.94 crore people out of poverty and has topped the list in this regard.
3.77 crore people came out of poverty in Bihar
After this, 3.77 crore people in Bihar and 2.30 crore people in Madhya Pradesh came out of poverty. There has been significant improvement in all the 12 indicators of MPS during this period. NITI Aayog member Ramesh Chand, while addressing the media, said that in nine years, 24.82 people came out of multidimensional poverty. That means every year 2.75 crore people came out of multidimensional poverty. NITI Aayog Chief Executive Officer (CEO) BVR Subramaniam said, “The government aims to bring multidimensional poverty below one percent and all efforts are being made in this direction.”
Preparation to bring it to single digit
India is all set to bring the poverty level down to single digits this year. It also shows that the pace of decline in poverty was much faster between 2015-16 to 2019-21 compared to the period 2005-06 to 2015-16 (7.69 per cent annually). During 2019-21, it declined by 10.66 percent on an annual basis. This has been possible due to various steps and schemes of the government. According to the discussion paper, poverty decline was faster in poor states. This indicates that inequality has decreased. According to the discussion paper, India can achieve Sustainable Development Goal (SDG) 1.2 (halving multidimensional poverty at least) well before 2030.
