Minister of State for External Affairs Rajkumar Ranjan Singh told the Rajya Sabha in a written reply that the government carefully monitors all developments related to the Brahmaputra river, including China’s plans to develop hydroelectric projects, including a project at Zangmu in October 2015. was declared fully operational.
He gave this information in response to a question by Birendra Prasad Vaish of AGP.
Singh also said that in its 12th Five-Year Plan (2011-2015), China plans to develop three more hydroelectric projects (Jiacha, Dagu and Jiexu) on the main stream of the Brahmaputra River in the Tibet Autonomous Region. Of the three, the first unit of the hydroelectric project at Jiacha was commissioned in August 2020. It is understood that the Dagu Hydroelectric Project is partially operational.
In March 2021, China adopted its 14th Five-Year Plan, which outlines plans for hydropower development on the lower reaches of the Brahmaputra river.
The minister also said that as a low-lying state, with fairly established user rights for the waters of cross-border rivers, India has consistently conveyed its views and concerns to the Chinese authorities. The government has urged them to ensure that the interests of the downstream states are not harmed by any activity in the upstream areas.
