Patna. Once again the dispute between the Education Department and Raj Bhavan has increased. Additional Chief Secretary of the Education Department, KK Pathak has become angry due to the Vice Chancellors of the universities not participating in the meeting of the Education Department. Regarding this, KK Pathak has again written a strong letter to the Raj Bhavan and has written a letter to the Principal Secretary to Governor Rajendra Vishwanath Arlekar asking as to what authority the Raj Bhavan has to stop the Vice Chancellors from attending the meeting of the Education Department. ACS KK Pathak has expressed his objection and warned that Raj Bhavan should not interfere in the work of the Education Department.
Asking a question to Robert L Chongthu, Principal Secretary to Governor Rajendra Vishwanath Arlekar, ACS KK Pathak said, was I informed about the non-arrival of the Vice-Chancellors? KK Pathak’s letter further asked that if there was an order from the Governor then why did you not inform him? Also asked whether the Governor has the right to incite rebellion and spread anarchy which is being done among the universities and education department officials?

ACS KK Pathak also said that under which law the Governor has the authority to settle the matters related to secondary and primary. Making serious allegations, KK Pathak also mentioned the University Act and expressed displeasure over the Vice Chancellors of universities not participating in the meetings of the Education Department six times. KK Pathak said that the Governor is also an officer of the university, just like the VC, Registrar and Dean are.
KK Pathak said- Chancellor’s power is being misused
In his letter to the Governor’s Secretariat, KK Pathak has said that Section 9(7)(2) gives you the power. Regarding the Governor cum Chancellor, he has further written that the Chancellor cannot disobey the order by using power. You don’t have this right. Let us tell you that Raj Bhavan had issued a letter on 29 February 2024 ordering the VC not to attend the meeting of the Education Department. KK Pathak has written a strong letter to Raj Bhavan regarding this.
KK Pathak asked a question to the Principal Secretary to the Governor
Along with this, KK Pathak, Principal Secretary to the Governor, Robert L. The question has been asked to Chongthu whether you have informed me about the Governor’s order. If the order is from the Governor, then I have nothing to say except that the chair of the Chancellor is a high constitutional position, hence it would have been more appropriate if you had communicated with the Chief Minister or the Minister.
Recently, relations between KK Pathak and the Governor are not good.
It is noteworthy that after assuming the post of IAS KK Pathak, relations between Raj Bhavan and Education Department are not going well. IAS KK Pathak called a meeting of VCs of universities to improve the university’s examination session and other arrangements. KK Pathak has called meetings a total of 6 times so far, but the Vice Chancellor of the University did not attend these meetings. After the refusal from the Raj Bhavan, the Vice Chancellors of the universities have not attended these meetings.
