Madhya Pradesh News: Bhopal (State Bureau). The Forest Department has not been able to complete the investigation in the cases registered 16 years ago of serious irregularities and economic disturbances, while the Chief Accused Officer in some of these cases retired many years ago. In these years, neither the responsibility of any officer was fixed nor action was taken against them. Surprisingly, the tainted officers got promoted twice during the investigation itself. At present, cases of 10 officers of State Forest Service are going on in the Lokayukta and 47 in the Economic Offenses Cell (EOW) in the department. The same is the case with the Indian Forest Service. Cases of 16 officers are going on in Lokayukta, then departmental inquiry is going on against 24.
In Madhya Pradesh, cases are registered in EOW and Lokayukta against about hundred officers of the state and Indian Forest Service. Departmental inquiry is also going on, but the result is cipher. The officers to whom the investigation has been entrusted are passing the time to save the seniors. While doing the same, about 40 of these officers have also retired, but the responsible officers could not complete the investigation. It is also surprising that last year the latest status of all the cases was also submitted to the Forest Minister Vijay Shah, but he also did not pay attention to why the investigation in the cases was not being completed for so long. However, now the minister has taken a tough stand on this. In cases of financial disturbances, even after three years of retirement, recovery cannot be made from the officers. The General Administration Department has such rules.
An attempt was made to contact Forest Minister Vijay Shah, Principal Secretary Ashok Barnwal and Forest Force Chief RK Gupta in this regard but to no avail.
Case on officers and pending at what level
case : In the year 2007, EOW registered a case against IFS Bhanu Gupta. He was found guilty of making a duplicate service book of Forester Rashid Hussain without the consent of the DFO.
Situation : Case pending at the level of CCF Bhopal.
case : In the year 2008, EOW has registered a case against IFS Bhanu Gupta for canceling the promotion of its chief clerk SN Joshi.
Situation : Pending at the level of APCCF Administration-I.
case : Against IFS BB Singh, Lokayukta registered a case of disturbances in the construction of herbal processing plant set up in Chorhata Rewa in the year 2017.
Situation : Pending at the level of APCCF Administration-I.
case : EOW registered a case against IFS Anand Bihari Gupta in the year 2013. They fraudulently took lakhs of rupees of travel advance and medical bills.
Situation : Pending at the level of APCCF Research Extension and Public Forestry.
case : EOW registered a case against IFS Dr. PC Dubey. Found guilty of illegal construction, irregularities in budget allocation.
Situation : Pending at the level of CCF Indore.
case : EOW registered a case of section 420 against IFS Ramesh Dave in the year 2014. He was found responsible for the discrepancy in the grant given in the Sakhi Entrepreneurship Development Scheme.
Situation : All the officers currently pending at the level of APCCF Joint Forest Management are retired.
