Budget Analysis: No state can achieve the goal of development without strengthening the infrastructure of education. It is an established truth that as education spreads, the avenues of development open up. Adopting this sutra-sentence, the Shivraj government has specially focused on education in the state budget. An attempt has been made in the budget to give a big support to the education system which is suffering from the Corona epidemic. By expressing its resolve to construct new school buildings and recruit thirteen thousand teachers, the government has made it clear that it is committed to eradicate the distinction between the city and the village education system.
The school education system in Madhya Pradesh has been grappling with difficulties for the past several years. For the last two years, during the Corona transition, the most affected schooling has been done. In these two years, studies in classes came to a standstill. Many schools have become dilapidated due to lack of maintenance and lockdown. They are shouting for reconstruction. At such a time, giving importance to education in the state budget will be said to be the sensitivity of the government.
In the year 2022-23, the government has made a provision of Rs 27,792 crore for school education. Of this, Rs 10,345 crore has been earmarked for the construction of primary schools only, while Rs 6212 crore has been allocated for the construction of secondary schools. 3160 crore budget has been given for higher secondary schools. This time also Rs 855 crore has been arranged for CM Rise Schools. It is also a fact that the posts of about 70 thousand teachers are vacant in total 1.22 lakh government schools of the state. Due to this the standard of student-teacher ratio has been broken. In the Right to Education Act, the standard of one teacher has been set for 35 students, but now there has been a big difference in this. There are 18 thousand schools where the responsibility of five classes rests with one teacher. Schools have to be locked if he becomes ill. Although in 2018, an initiative was taken to fill the shortage of teachers in 30 thousand posts, but more than half of the teachers have not yet reached the schools. Surely these schools will get strength by the appointment of thirteen thousand teachers.
We should not forget that during the Corona period, when the industries were closed, there was a crisis on the livelihood of the people, then these government schools became the choice of both common and special. A large number of people got their children’s names cut from expensive private schools and got admission in government schools. Schools which were once said to be substandard due to lack of resources became the center of public trust. It is evident that people were more financially and educationally relaxed in these government schools than in private schools. This is the reason that in the year 2021-22, there was an increase of 18 lakhs in the number of students in government schools of the state. Due to this tendency of the people, public discussions started that now the time has come to improve the condition of these government schools. Shivraj government has given a pleasant message for this by planning in the budget.
