Summary
The ruling coalition says that till now it was busy getting the approval proposal related to the funding of the American organization Millennium Challenge Corporation (MCC) through Parliament. Therefore, the process of impeachment was kept in cold storage. After the approval proposal is passed, it is now being given preference.
The process of impeaching Chief Justice of the Supreme Court of Nepal Cholendra Shamsher Rana has finally begun. It was alleged that Prime Minister Sher Bahadur Deuba was trying to save him. But now the Nepali Congress led by Deuba has also joined the process of removing Rana. On Sunday, a committee of the Nepali Parliament was formed, which will give its recommendation on impeachment. About three weeks ago, an impeachment motion was filed against Rana in Parliament.
Questions raised in political circles
Now an impeachment recommendation committee of 11 members has been formed. The proposal to form the committee was passed by the House with a majority. The impeachment motion against Rana was registered by 98 MPs on February 13. All these MPs belong to the ruling coalition parties – Nepali Congress, Communist Party of Nepal (Maoist Centre), and Communist Party of Nepal (Unified Socialist). Meanwhile, questions are being raised in the political circles about the sudden speed shown by the ruling coalition regarding the impeachment motion.
Especially the main opposition party Communist Party of Nepal (UML) has strongly criticized it. The party has alleged that this resolution was brought in the House without consulting the opposition. Earlier there was speculation that UML is going to file an impeachment motion against four more Supreme Court judges besides Rana. Rana and the four judges were part of the bench whose decision led to the abdication of UML leader KP Sharma Oli in July last year.
Impeachment motion stalled due to parliamentary process

Therefore, the process of impeachment was kept in cold storage. After the approval proposal is passed, it is now being given preference. When a proposal to set up a recommendation committee for impeachment was moved in Parliament on Sunday, the UML first opposed it. But after a meeting of the Business Advisory Committee, she agreed to be involved in that process. Now four of its MPs have been included in the recommendation committee.
Rana was made the Chief Justice in January 2019. He still has nine months left in his term. He is accused of corruption and in collusion with Prime Minister Deuba to get his people appointed to political posts. Supreme Court lawyers have been boycotting him for the past several months because of these allegations. Other judges have also refused to work with him. Because of this he is not able to work as Chief Justice.
Experts say that if Parliament gives importance to this matter, then the process of impeachment can be completed soon. Passing an impeachment motion would require the support of two-thirds of the parliamentarians.
