The Sher Bahadur Deuba government may have tabled a proposal to approve $500 million aid from the American body Millennium Challenge Corporation (MCC) in Parliament, but it is yet to garner the necessary support to get it passed. According to the deadline set by the MCC, the challenge before the Deuba government is to get this resolution passed by February 28. The agreement to take this help was signed in 2017, but due to the ongoing political opposition in Nepal, the process of parliamentary approval of that agreement has not been completed yet.
According to reports published in Nepali media, the opposition Communist Party of Nepal (UML) has so far not given any indication of supporting the government proposal. It has definitely said that it will consider this question only when the ruling coalition breaks up. Therefore, Prime Minister Deuba has to consider various options to garner parliamentary support.

Deuba has once again held talks with Pushpa Kamal Dahal, leader of the Communist Party of Nepal (Maoist Centre), which is in the ruling coalition. During the talks held on Monday, the Prime Minister clearly asked Dahal what would be the stand of the Maoist Center Party during the voting in Parliament on the proposal. Leaders of Deuba’s Nepali Congress have said that there is constant contact between Deuba and Dahal to ensure that the alliance does not break. According to a report, Nepali Congress leader Ramchandra Poudel has held talks with leaders of the Communist Party of Nepal (Unified Socialists) and Janata Samajwadi Party, the two other constituents of the ruling coalition, besides Dahal. During this, Dahal is said to have assured that the ruling coalition will not break and the agreement reached with the MCC will reach its conclusion under the ‘necessary process’. But he did not clarify what he meant by the required process.

So far, the formal stand of the Maoist Center and Unified Socialist parties is that they will vote against the MCC agreement. Some leaders of the Maoist Center have even threatened to leave the ruling coalition over the issue. In view of this, Deuba has continued talks at many levels.
