Jaipur. The policy of transfer of teachers in Rajasthan is now beginning to seem like a joke. Since the last three Assembly and Lok Sabha elections, every political party has been continuously promising teachers to implement the transfer policy. But this promise has not been fulfilled even after three elections. Now once again the news has come amid the Lok Sabha elections that the transfer policy will be implemented in Rajasthan on the basis of the transfer policy of Orissa. But the teachers of Rajasthan consider this to be just a statement.
These days, in the election environment, the discussion about transfer policy is in full swing among teachers in Rajasthan. Every political party has been promising to bring transfer policy for teachers before coming to power. But the transfer policy has not come yet. This has been happening with the third grade teachers of Rajasthan for the last 15 years. The previous government transferred employees and officers of every department but the third class teachers could not be transferred.
Neither policy came nor transfers took place
Many teachers, troubled by illness, gave arguments like transfer to serve their elderly parents, but they failed. Governments have always said that they will bring policies and then make transfers. But neither the policy came nor the transfers took place till the announcement of assembly elections. Now the assembly elections have passed and the government has changed. The new government worked in the state for more than three months. But third grade teachers did not get relief. Even though Lok Sabha elections have come, the transfer policy has not been implemented.
Drafts have been preparing for years
Now, amidst the Lok Sabha elections, political parties are again promising teachers transfer policy. But the teaching staff no longer believed in it. Now they are beginning to think of it as a phrase. Drafts have been being prepared for years but the transfer policy is not being issued. Now once again amid the Lok Sabha elections, news has come that a committee has been formed to implement the transfer policy of Orissa in Rajasthan and suggestions have been sought. Teacher leader Ranjit Meena and Mahavir Siyag along with employee leader Vipin Sharma say why did it become a slogan. There is a need to understand this deeply.
That’s why the transfer policy has started seeming like a phrase to the teachers.
01- First of all, in the year 1994, a committee under the chairmanship of the Union Education Secretary prepared the draft of the transfer policy but the policy was not implemented.
02- In the year 1997-1998, an effort was made to bring a transfer policy but transfers were made only on the basis of rural stagnation but the policy was not implemented.
03- In the year 2005, the Personnel Department issued guidelines for transfer of teachers but the transfer policy was not implemented.
04- After 10 years, in the year 2015, a cabinet committee was formed for transfer policy. Still the draft itself was not accepted. The policy was not implemented.
05- In January 2020, a committee was formed to make a transfer policy especially for third grade teachers. The draft was prepared in August but the policy was not approved.
06- Now once again preparations have been started to prepare a draft like transfer policy of Orissa in the year 2024.
Leaders are concerned about which officer or employee will ask us…
However, with the implementation of transfer policy in Rajasthan, allegations and counter-allegations like transfer industry will not be seen directly. There is a hidden worry among the politicians about the policy that if the policy comes then which officer or employee will ask us. In this period, from 1990 to 2024, there was not only a lot of politics on the transfer policy. But the policy could not be implemented.
