New Delhi. CM Pushkar Singh Dhami instructed that good governance should be visible to the lower level of governance. Administrative officers should go to the person standing in the last row and ensure that their problems are resolved. Time should be fixed for meeting the general public in districts and tehsils also. Chief Minister Pushkar Singh Dhami held a meeting with the officials in the Secretariat regarding Good Governance. He said that the roster of Tehsil days should be fixed. Multipurpose camps should be organized regularly. They should be given wide publicity by making a roster so that the general public can benefit from them. The grievances of the people should be ensured on the spot.
Accountability will be fixed on pendency
The Chief Minister directed that the quality of complaints received on CM Helpline 1905 and Apni Sarkar portal should be resolved. Keep the pendency to a minimum. In case of excess pendency, the accountability of the concerned officers will be ensured. People should get maximum convenience. We are all for the people, for the service of the people. Public related procedures should be simplified. Unnecessary formalities should be eliminated. Every Monday at the secretary level, the redressal of public grievances related to his department should be reviewed. The Chief Minister directed Additional Chief Secretary Radha Raturi to review the Social Welfare and Health Department separately.
The right to service should be strengthened
The Chief Minister said that good governance should be felt by the people. Field level officers and personnel play an important role in this. They should be motivated to give good results. Work like a skilled team leader in this DM. Also, effective and continuous monitoring should be done at each level. More services should be added in Apni Sarkar Portal. The Right to Service Act needs to be strengthened further. Clear decisions should be taken in high level meetings and their implementation should be ensured in time limit. Information technology should be used more and more. Each department should have this data about how much pendency they have. It should be reviewed at the secretary level. No file should be pending unnecessarily. Make maximum use of e-office. This makes file tracking easy.
A plan should be made for people to get services at their homes.
The Chief Minister said that a solid plan should be prepared to provide essential services to the common people by going door-to-door. First it should be run on pilot basis, it can be fully implemented after getting better results. This will also provide employment to the youth of the state. Adequate arrangements should be made to ensure that the benefits of all the schemes reach the beneficiaries in true sense through DBT. No meeting day should be fixed in the Secretariat once a week, on this day all the officers should be present in their offices to meet the visitors.
Senior officers should motivate children by going to government schools
The Chief Minister said that senior officers should visit government schools from time to time and teach children. Motivate them to achieve their goals in life. This will give great inspiration to the children. Good governance is possible only when the behavior of all of us will improve and we become sensitive towards the problems of common people. Public service should be our mission. Special attention should be paid to the outcomes of the schemes. The focus should be on how revenue can be increased while keeping economy. Prime Minister Narendra Modi has not only talked about Minimum Government, Maximum Governance but has also implemented it effectively. We have to work in this direction in the state also. CM Helpline 1905 and 1064 need to be made more effective. Whatever problems are there, they should be solved at that level. There is also a need to increase inter-departmental coordination.
