According to information received by AnyTV from Congress sources, the in-charge of the states and election observers will be present in these states as per the instructions of the high command and will try to deal with any challenge of political sabotage. Party representatives are also being deployed in different assembly constituencies, who will reach the respective state capitals with the elected MLAs in case of a fractured mandate.
With the assembly elections over in five states, the countdown for counting of votes has begun. On March 10, the results of the five states will start coming from the morning. But in the meantime the exit polls have intensified the political stir in Uttarakhand and Goa. The picture is not yet clear about who will occupy the government in both the states. Some exit polls are showing BJP forming government in both the states, while some are telling Congress ahead in the contest. In such a situation, BJP and Congress have started considering all the options. From Tuesday night itself, in Goa, where Congress candidates and party leaders will gather in a hotel, the party is contemplating to do something similar in Uttarakhand. The party has also started booking hotels in the state. On the other hand, BJP has also deployed all the big leaders from Union Ministers to unite its MLAs.
Earlier, the Congress High Command has deployed its senior leaders in Uttarakhand, Goa, Punjab and Manipur. Karnataka Congress chief DK Shivakumar, who has played a key role in government formation for the party after falling short of the majority mark several times in the past. The party has entrusted him with the responsibility of special observer in Goa. Senior leader and general secretary Mukul Wasnik and Chhattisgarh Health Minister TS Singh Deo and Vincent Pala have been sent to Manipur. While Congress General Secretary Ajay Maken and party spokesperson Pawan Khera have been sent to Punjab. Rajya Sabha MP Deepender Hooda and Chhattisgarh CM Bhupesh Baghel have been posted in Dehradun, the capital of Uttarakhand.

Because both these states are ruled by the Congress and in such a situation it can be considered as the safest place for the MLAs of the party.
Everyone’s own preparation in Goa
Taking lessons from last time, Goa Congress has become cautious this time. The Congress has started preparations to take its candidates to a safe haven, indicating an alliance after the results. The party has given the responsibility of handling its candidates to Maharashtra’s Minister of State for Home, Satej Patil. The Congress has currently kept its candidates in a resort in Goa itself, but preparations are on to send them to Rajasthan. Apart from this, Congress is also working on a strategy to get support from Aam Aadmi Party and TMC in Goa. Senior and veteran Congress leader P Chidambaram is currently in Goa. The senior Congress leader, on the request of anonymity, told AnyTV that at the moment we do not want to leave any stone unturned. What happened in Goa in 2017 will not happen this time because we are making full preparations.
The Congress emerged as the single largest party after the last Goa assembly elections, but the BJP was able to form the government with some local parties. It is believed then that the Congress leadership delayed taking decisions and for this reason the smaller parties went to the BJP’s court. Meanwhile, Goa CM and BJP leader Pramod Sawant met PM Narendra Modi in Delhi and discussed the party’s prospects of retaining him in power in Goa. After this meeting, Sawant will reach Mumbai to hold a meeting with BJP Goa in-charge Devendra Fadnavis. Fadnavis is believed to be in talks with the Maharashtrawadi Gomantak Party (MGP) for an alliance. Not only this, the BJP is also making its reach to the independent candidates even before the results are out. If exit polls are to be believed, no party is likely to get a clear majority in Goa.
BJP-Congress laid the board in Uttarakhand
Here, in Uttarakhand too, the leaders of both the parties have started preparing to manage any situation after the elections and take decisions. After the counting of votes, big leaders of both the parties have reached Dehradun to take a quick decision on the situation of Hung Assembly. Senior leader Kailash Vijayvargiya from BJP has reached here to help former CM Ramesh Pokhriyal Nishank. On the other hand, Rajya Sabha MP Deepender Hooda and Chhattisgarh CM Bhupesh Baghel will stand in the hill state till the final decision from Congress. BJP leaders held a meeting with all the leaders in Dehradun.
At the same time, along with Devendra Yadav, the state in-charge for the Congress party, Deepender Hooda is also holding a meeting. Former CM Harish Rawat was also present in the Congress meeting held at a city hotel on Monday, where it was decided that Congress leaders would be present for counting of votes in all the 13 districts. The Congress has learned lessons from the last assembly elections held in Goa and Manipur in 2017, where it could not form the government despite emerging as the single largest party. Uttarakhand Congress state vice-president Surendra Kumar said that the party will not take any chances here.
BJP sources say that the party is working on three plans simultaneously. According to the first plan, if the BJP gets an absolute majority, it will form the government without taking the support of any other party. In Plan B, the role of big leaders will be important. Because these leaders will have the responsibility of helping the independent MLAs. Whereas in Plan C, if the competition is tight, then the big leaders will work on this strategy, how the party can come back to power in the state.
BJP’s election in-charge and Union Minister Prahlad Joshi has instructed all the workers to remain alert till the last vote is counted. While Uttarakhand in-charge Dushyant Gautam has also camped. The role of the kingmaker will become crucial in the event of the formation of a Hung Assembly in Uttarakhand, which has 70 assembly seats. In such a situation, the eyes of both the Congress and BJP are on the independent candidates, who are more likely to win. BSP candidates have made the contest triangular in 2-3 seats in the state.
