The political equations have completely changed in Bihar. Except the Chief Minister, all the faces in the political circle have changed. Now there is a tussle over the chair of Bihar Assembly Speaker. On February 12, the new government of Bihar will present the budget in the House and on the same day, Nitish Kumar government will get the trust vote in the Assembly. Even after the overthrow of power, the current president and senior leader of Rashtriya Janata Dal, Avadh Bihari Chaudhary, has not resigned from his post. He has said that he will not leave his chair. On the other hand, the list of leaders eyeing the chair is also getting longer. It is being told that the new government has set its sights on the post of Bihar Assembly Speaker. BJP leader and former minister Nand Kishore Yadav, Renu Devi, Nitish Mishra, Sanjay Saraogi and Amarendra Pratap Singh are said to be in the race for the post of Assembly Speaker.
Meanwhile, the statements of the current president are continuously making headlines. Expressing his displeasure, Assembly Speaker Avadh Bihari Chaudhary made it clear that he will not resign from his post before the start of the budget session on February 12. On the other hand, the newly formed government is eager to show them the way out. The state’s newly formed National Democratic Alliance-NDA government has presented a no-confidence motion against Chaudhary.
Senior leader of Rashtriya Janata Dal-RJD and Assembly Speaker Avadh Bihari Chaudhary said that he will not resign before the start of the budget session on February 12. Chaudhary told reporters, ‘I am not going to resign. I will be in the Assembly on February 12 and will run the proceedings of the House as per the rules.
Nitish Kumar said after meeting PM Modi, ‘Left BJP twice, but..’
He was told that as per the Bharatiya Janata Party-led alliance that wrested power from the Grand Alliance in Bihar, no Speaker can hold the chair while the no-confidence motion is pending. To this he replied, ‘According to the rules, the Speaker of the Assembly should take a decision within 14 days of receiving the no-confidence motion notice. I received this notice only today (Wednesday).
However, Assembly Deputy Speaker and leader of the Chief Minister’s party Janata Dal (United) Maheshwar Hazari said that Awadh Bihari Chaudhary will not be allowed to conduct the proceedings of the House in view of the no-confidence motion.
He said that in view of the change of power in the state, the Speaker should have stepped down from the post. They will have to go. It appears that he is following the instructions of his party leadership. Hazari said that they should follow the rules. The proceedings till his removal will be taken under the chairmanship of the Vice President.
The Deputy Speaker also said that it has always been a tradition in Bihar that the Assembly Speaker is selected by the ruling party. After the no-confidence motion against Choudhary was brought by most of the MLAs, he should have voluntarily stepped down. The post of Chairman is very dignified.
Let us tell you that BJP leader Vijay Kumar Sinha had similarly refused to resign in the year 2022. At that time, Chief Minister Nitish Kumar had left the NDA and formed a new government with the Grand Alliance. Vijay Kumar Sinha, who became the Deputy Chief Minister in the new NDA government of Bihar, had announced his resignation in the House, avoiding the no-confidence vote.
