PM Modi said, “Congress’s eyes are on the hard-earned money of common people, on property, on the mangalsutra of women. Congress has expressed its intention that if Congress comes to power, then people’s houses, property and jewelery will be confiscated. Will conduct a survey. Congress has its eyes on the jewels of the women. Its intentions are clearly written in the manifesto of the Congress. Congress wants to know who has how much property, how much land, how much salary and how much fixed deposit they have in the bank. It will find out the property and then take possession of it and distribute it among the public. The question is not only about the jewels, the Congress party also wants to take over the property. The one who has two houses will lose one house because the people of Indi Alliance want to implement the communist thinking in the country which has ruined many countries.” While addressing his rally in Banswara, Rajasthan, PM Modi said that these people will collect property and distribute it among those who have more children. This property will be distributed to those to whom Manmohan Singh’s government had said that Muslims have the first right on the country’s property.

What did Congress promise in its manifesto?
The Congress released its manifesto on April 5 and promised a nationwide socio-economic and caste census. The manifesto said, “The Congress will conduct a nationwide socio-economic and caste census to enumerate castes, sub-castes and their socio-economic conditions. Based on the data, we will strengthen the affirmative action agenda.”
The Congress has said in the manifesto: Congress guarantees that it will pass a constitutional amendment to increase the limit of reservation for SCs, STs and OBCs by 50 percent. We will address rising inequality of wealth and income through appropriate changes in policies.

Congress adamant on giving reservation to Muslims
Let us now explain to you when Congress’s so-called love for Muslims turned into a priority. Actually, this ‘pilot project’ started in Andhra Pradesh in 2004, when the Congress government was formed. The Congress government of Andhra Pradesh made four attempts between 2004 and 2010 to provide special reservation to Muslims, and each time it was put on hold by the Andhra Pradesh High Court, declaring it unconstitutional. Let us understand this entire incident through a timeline:
July 12, 2004: The newly elected YSR Reddy-led Congress government in Andhra Pradesh announced its decision to introduce 5% reservation for Muslims in government jobs and educational institutions.
September 21, 2004: Andhra Pradesh High Court quashes Muslim reservation order.
November, 2004: Congress Chief Minister YSR Reddy constituted the D. Subramaniam Commission in November 2004.
June 14, 2005: Justice D. Subramaniam Commission submitted its report and recommended five percent reservation for Muslims. The point to be noted here is that if this recommendation was implemented, the limit of 50% set by the Supreme Court for reservation would have been violated.
June 20, 2005: Andhra Pradesh government issued an ordinance for 5% Muslim reservation in educational institutions and jobs.
October 25, 2005: Based on a report submitted by the Andhra Pradesh Backward Classes Commission (APBC), the state had introduced a bill in the Assembly to convert the ordinance into an Act.
November 21, 2005: A five-judge bench of the Andhra Pradesh High Court held that reservation for Muslims is unconstitutional.
December 14, 2005: Andhra government challenged the High Court’s decision in the Supreme Court.
January 4, 2006: The Supreme Court imposed a limited interim stay on the High Court’s decision. Those who had already been recruited on the basis of the Reservation Act were allowed to stay, but all future recruitments on the basis of reservation were banned.
2006 Shri Arjun Singh, one of the most senior ministers in Dr. Manmohan Singh’s cabinet, had also reiterated that reservation could be given to Muslims.
April 17, 2007: Both the Andhra Pradesh High Court and the Supreme Court held that the recommendations of the Andhra Pradesh Backward Classes Commission (APBC) were unscientific and had no connection with the ground reality. The Andhra government has referred the matter afresh to the Backward Classes Commission and retired civil servant P.S. Sent in another group headed by Krishnan.
June 11, 2007: P.S. Krishnan told in his report that there are 14 backward classes among Muslims.
July 3, 2007: Andhra Pradesh Backward Commission recommended 4% reservation for 15 sections of Muslims.
July 7, 2007: Based on the new recommendation of ABPC, Andhra Government again issued the order of 4% reservation for Muslims.
February 8, 2010: A 7-judge Constitution bench of the Andhra Pradesh High Court, by a 5:2 majority, held that the law providing 4 percent reservation to backward class Muslims in the state was unsustainable and violated Articles 14, 15(1) and 16( 2) is a violation. The High Court also said that reservation is religion specific and potentially encourages religious conversion.
March 25, 2010: The Supreme Court, while granting interim relief, upheld the constitutional validity of 4% reservation and referred the matter to a constitutional bench for final decision.
December 22, 2011: After this, the UPA government created a sub-quota of 4.5 percent for Muslims out of the 27 percent reservation for OBCs in central educational institutions and jobs. By doing this the OBC quota was directly reduced. Let us tell you that when this decision was taken, assembly elections were to be held in Uttar Pradesh in 2012.
May 29, 2012: Andhra Pradesh High Court also struck down this latest 4.5% Muslim reservation move of the Central Government.
June 13, 2012: The Supreme Court refused to stay the order of the Andhra Pradesh High Court. The Supreme Court said that the UPA’s reservation order was based entirely on religious considerations and was not supported by the Constitution.
June 5, 2013: UPA government’s Minority Affairs Minister K. Rehman then said that the UPA is committed to implementing the 4.5% Muslim quota.
February, 2014: The UPA government again went to the Supreme Court to plead for Muslim reservation. The Supreme Court agreed to link the UPA government’s Central Muslim Quota case with the Andhra Pradesh Muslim quota case and hear the case through a constitutional bench.
Karnataka Muslim Reservation Case:
In 2023, the BJP-led Karnataka government abolished the 4 percent Muslim quota and increased the Lingayat and Vokkaliga quota by 2 percent each. However, Congress leaders promised to restore the Muslim quota if returned to power just ahead of the Karnataka Assembly elections in 2023.
Prime Minister Narendra Modi and other BJP leaders are attacking Congress and Rahul Gandhi regarding this record of Congress party in the current Lok Sabha elections. Congress now needs to introspect on its past track record and actions.
