Even in the apex court, no complete solution has been found so far. The Supreme Court had directed Himachal Pradesh to release 136 cusecs of water. Now on Thursday, Himachal Pradesh turned back from its earlier statement. The Supreme Court was very angry with the reply of Himachal Pradesh. The court expressed strong objection to the attitude of Himachal and said that you do not know the result of your statement. Seeing the displeasure of the court, the Advocate General who appeared in the court on behalf of Himachal immediately apologized. Senior Advocate Abhishek Manu Singhvi, who appeared on behalf of the Delhi government, also took a dig at this problem and various parties.
Himachal Pradesh, reversing its previous statement in the Supreme Court, said that it does not have excess water. After this, the apex court directed the Delhi government to approach the Upper River Yamuna Board (UYRB) for water supply. The vacation bench of Justice Prashant Kumar Mishra and Justice Prasanna B Varale directed the Delhi government to apply to the board for water supply on humanitarian grounds. It also said that the board should call a meeting on Friday and take a decision on the water supply application of the Delhi government as soon as possible. The Himachal Pradesh government, withdrawing its previous statement, told the Supreme Court that it does not have 136 cusecs of excess water. The bench said that the issue of sharing Yamuna water between the states is complex and sensitive and the court does not have the technical expertise to decide it even on an interim basis. The court said, ‘This issue should be left for consideration by the body formed with the consent of the parties in the 1994 Memorandum of Understanding.’

The Advocate General of Himachal Pradesh said that the earlier statement made about the availability of surplus water was not correct and he sought permission from the bench to withdraw it. The court appeared angry about this. The bench said angrily, ‘This is a very serious and sensitive matter. You do not understand the consequences of your statement. You made such a statement without understanding its consequences. If it was not such an important matter, we would have kept it pending to hold you guilty of contempt.’ On this, the Advocate General of Himachal apologized and said that he would file an affidavit to withdraw the earlier statement. The Supreme Court had earlier criticized the AAP government for wastage of water and tanker mafia and wanted to know what steps it had taken to reduce this problem.

Let us tell you that the Supreme Court is hearing a petition filed by the Delhi government. The petition requested to direct Haryana to release the excess water provided by Himachal Pradesh, so that the water crisis in the national capital could be reduced. As soon as the hearing began, advocate Abhishek Singhvi, appearing for the Delhi government, said that every effort would be made to increase the availability of water. However, he took a dig at the UYRB and suggested that the court should consider forming a committee, as the board has become a bureaucratic body. Explaining the steps taken by the Delhi government to prevent wastage of water, Singhvi said that instructions like ban on car washing have been issued. He said that the water level in Wazirabad Barrage is not being maintained normally. Senior advocate Shyam Dewan, appearing for the Haryana government, strongly opposed his claim and said that the expected water level is being maintained in Wazirabad.
