Advocate Rajendra Pal Gautam, a major face of Dalit politics in Delhi, has been associated with the Samata Sainik Dal established by Dr. Bhimrao Ambedkar for decades. After being elected MLA from Seemapuri Assembly two times, he took over the Aam Aadmi Party government, including Scheduled Castes/Tribes and Vigilance, including Scheduled Castes/Tribes and Women and Child Development. In September last year, he suddenly resigned from ministerial post and membership of AAP and moved to the Congress party. Along with him, many Dalit leaders and activists of the Aam Aadmi Party also left the party. He then launched an anti -EVM campaign. In this election, he is not playing any direct role, nor is he fighting himself, but some people associated with his Jai Bhima Mission are candidates from different forums. Abhishek Srivastava spoke in detail with Rajendra Pal Gautam on Delhi’s politics, Dalit politics and current election at Mission’s office at Ferozeshah Road.
In which role are you watching yourself in Delhi elections?
Right now I am in the role of star campaigner. The party’s account will open, but the way I had started, we would have reached twenty this time. The work that was to start six months ago, the work started just fifteen days ago. At this time, the speed that was to be fasted at this time has not caught even half the speed. When the other enemies are running at a hundred, we will have to prepare for one hundred and fifty.
What are the shortcomings that were so late?
The Congress will tell that. I have just joined. Jumma-Jumma has been four days since I and I comment about him. It is not a good thing.
Where is four days, it has been four months …
That is, yet, I do not even have any position. In what position should I speak there? The organization will be built next month. A lot has to be done. Why should I say anything myself? We had space at this time that the Aam Aadmi Party would have ended in Delhi and the Congress would come in a position to form government, but what kind of work they are doing can tell. The kind of work we have learned and done, we would have done a lot of fast. We are not in a hurry.
The last time was the election or before that, both times the BJP was not as restless as it is pushing. What is the difference this time?
Despite the power of Delhi government, the Chief Minister of Delhi appears on TV every day, appears in the newspaper every day. Kerala is not printed, Tamil Nadu, Telangana, Karnataka is not visible. The CM of Delhi will be seen daily as the message from Delhi goes throughout the country. That is why there is a desire to capture Delhi. Both Congress and BJP have drought in Delhi for ten years. The BJP has gradually captured the whole country, but there is a question on it that you are at the center for ten years and Delhi is not being won by you. In this affair, the election has become such that votes are being purchased in a way, greed is being distributed to people. This is competition.
But you have been saying that the anti -corruption movement was the birth of RSS. Then why would the RSS want to remove its own standing party?
Yes, I believe that Arvind Kejriwal is finally an RSS worker. Three years ago I reached the conclusion that Kejriwal is connected from there, but what happened? You must have seen a film ‘Hero’. He had a villain inside him. He raises Jackie Shroff with a small child, makes a goon. Later, when Jackie Shroff inverted attacks him, what he says means, my cat should be me. The movement of the RSS, that movement formed the BJP government at the Center, he formed his party after leaving the same movement and became the Chief Minister himself. Then the dream of becoming Prime Minister, started proud of the Prime Minister. Then the RSS, Modi, everyone felt that it came out of our movement and is showing us eyes. Its minds fix. So in fixing the mind, first controlled the authorities, took the anti-corruption branch and made it a tooth that could not bite anyone. What is the value of Delhi government today? I have been a minister in it and based on my experience for five and a half years, I am saying that the Delhi government has no power.
What kind of experience? After understanding everything, what were you doing there being a minister?
As a minister, I was allowed to work in the first term. People drowned in sewer, I brought the plan. On landing in the sewer, I banned and brought two hundred machines. Second, I made Jai Bhima Chief Minister Pratibha Vikas Yojana. In this, arrangements for fifteen thousand children preparing for competitive exam were made to bear the expenses of full coaching and give two and a half thousand months stipend-six thousand SC-ST and OBC and three thousand EWS. Similarly, I made four-five plans. In the first government, the support I got, the second government ended in the government, while the margin of victory was reduced but my vote was increased. Then I became a minister, but whatever plan, Arvind Kejriwal did not allow him to make a single. Wait to me, we will tell you now, do it later. I said that this JJ Claster is there, there are twenty-twenty yards of houses and there is no place for children studying, I have to build a hundred library. Started saying that you will make Manish. So get Manish ji made. Anyone made, children need library. I can say with the claim that the term of the government is over and not a single library was made. This is their intention. Those who say that they are teaching children for free, I show you data, you will be shocked. Right now, the day after tomorrow, it is a statement that eighteen lakh are teaching children for free. I tell their free model. And my real problem, the reason for leaving the Aam Aadmi Party- I asked for one hundred and fifty crores in the budget from Arvind Kejriwal ji. I said there is a budget of 69000 crores, give me one hundred and fifty crores as a minister so that the children who are being elected in the medical, management, engineering, law college of the Delhi government but are not able to pay the poor fees and are forced to leave their studies. I will pay the fees. Refused I then said that all is drama, lies are fragmented. You would know that he had announced a loan of up to 10 lakhs for studies without any guarantee, he got a name, while it would have spent several crores to promote it. Not a single child received a loan of one million. On the contrary, the model of their studies is that Delhi government colleges are getting a degree of twenty lakh in Triple IT, NLU, NSUT. Is it free? Or are you talking about teaching only up to twelfth? What will become a child after studying up to twelfth? Where will a child bring twenty five lakh rupees? Has Kejriwal ji made education an industry? Earlier the university used to get grant-in-ed, now he said that go and arrange your expenses yourself. So this is his model with free education, it is exactly like Modi’s fake Gujarat model where the traffic police of Ahmedabad has also been privatized. In this, all is being given in private hands, everything is going on contractuality. So Kejriwal’s Delhi model is similar to the fake model of Gujarat and is therefore because the movement from which he has come out belonged to the entire RSS. That is why both have one line.
Is this why Kejriwal wrote a letter to Mohan Bhagwat before the announcement of the election?
Yes, when two children quarreled among themselves, they complain to Dad and he killed me, that’s all and nothing. All these are small pawns of RSS. The RSS would not have thought earlier that it is so clever that he will show his eyes.
So today, the enemy of Congress and BJP is one in Delhi, isn’t it?
You believe that the fight in the country is of ideology. There is an egalitarian judicial ideology that you can call the constitution and call the ideology of all the great people of Samata Movement like Dr. Babasaheb Ambedkar, Phule, Sahu Ji Maharaj. The second Manuwadi ideology is who wanted to run the country with Manusmriti, such as RSS. The effigies of Nehru and Ambedkar were burnt by the RSS and Hindu Mahasabha at Ramlila Maidan. Both BJP and Aam Aadmi Party are one in this fight of ideology. There is no difference between the two. In the program of both the government, the Brahmins offer prayers. I still remember the project of the Jal Board was the Chandrawal plant near Majnu’s mound, in which the Hindu monk was called and inaugurated it with chanting. Modi is doing the same thing. That is why I have announced that Kejriwal will not survive in this fight of ideology. As soon as they feel that their legs are broken, they will not be able to walk anymore, they will either go to the BJP or come here. There is no possibility of coming here because they are Manuwadi. They will have no option. People of the whole country will have to choose an idea from egalitarianism and humanism.
Why did you not understand this ideology when you went with Kejriwal? Then what did you understand the ideology of Kejriwal?
Look, at that time people from all over the country were affected by the movement. When a false prank is made, it is not known immediately. What we were, everyone was swept away in it. Who did not connect in it? It felt that the whole country would change, corruption will end, black money will come back, I do not know what. But poison will work as poison. When we went, he slowly started realizing him because he started implementing his ideology. Kejriwal never talked about giving employment. Leave the employment, if the child reads and writing from the law, it will take his employment on its own, but my real suffering is that they did not even arrange fees to read the children. There is no doubt that they built schools, but what will happen next to the twelfth? Because of this pain, I left the Aam Aadmi Party. This is a policy arising from the ideology of Guru Golwalkar of RSS, which he has written in Bunch of Thoughts, to remove people from education and keep the money of the entire country in two-four hands so that you can rule for a long time. Divide small things of free with our tax money so that people become addicted to it, then keep ruling. Kejriwal and Modi are entertaining like feeding children by feeding toffee of five paise.
You have talked about egalitarian ideology, in that context, apart from three major parties, only Bahujan Samaj Party has fielded candidates for all 70 seats in Delhi. How are you watching the election in the context of Delhi’s Dalits? Who is fighting the real fight of Dalits here?
Kanshi Ram Saheb’s movement of social justice in which he made a garden with a diamond from different places and built a Bahujan society, after 2006, Behenji took it to Sarvajan. Now the party is completely over. Now his base is not left anywhere. The matter of social justice ended. The garden was destroyed. Nishadraj Party, Apna Dal, Suheldev became the party to get out of it. Everyone is running their own party. The dream is over. Now the candidates who have created candidates in Delhi, so I or anyone who loved the BSP is hurt by it. We cannot comment against them despite disagreeing because we love Behenji, respect him. Yes, all the affirmative actions have taken place in the country till date, all were in the era of Congress. Talking about Delhi only, there are forty -five JJ clusters here. In all this, Congress’s time houses were given. In the countryside of Delhi, one hundred and twenty yards of plots were found under the twenty -point program during the Congress era. My maternal uncle also got it. I was born in Delhi, I grew up here. The stipend was so much that he used to study. Uniform was available, books were found. Used to work hard through reservation. Today, all the public undertakings were sold, education was expensive and downtroddening Dalits away from studies. That is, when the country was poor, education was cheap and when the country became rich, education became expensive. Which model is this of the country, it is beyond my comprehension. In such a situation, I think the Congress is the only party that can fulfill the dreams of Babasaheb Ambedkar.
You have fought a long battle against EVMs in the past. EVMs again in Delhi elections. What happened to your movement ‘EVM Remove Desh Bachao’ and are you planning any intervention in this election?
The fate of that movement was that no party came with us. In case of apathy of political parties, how many days can any social movement survive? There was all the meeting in this park, there was a press conference. We conducted a survey of the whole country, 75 percent people said that they do not want EVMs, but it seems that the Election Commission is working for the BJP. All parties also remained silent. The movement succumbed. There is another reason for this. All the YouTube channels were running the news of our movement, under the pressure of the government, their monitization was stopped. His income stopped. Small people were conveying our talk to crores of people. They calmed down. Therefore, EVM will still play its role. Two-three percent theft is done by that. So much vote is enough to form the government.
