The Delhi High Court has issued notice to the Center and the Delhi government on a petition seeking directions for compulsory insurance for electric two-wheelers. A division bench of Acting Chief Justice Vipin Sanghi and Justice Navin Chawla fixed the matter for October 20, seeking response from the Ministry of Road Transport and Highways and the city government. Advocate Rajat Kapoor had filed a petition under section 146 of the Motor Vehicles Act seeking to ensure insurance cover for electric two wheelers.
Increasing demand for EV in the country
Their plea said, “The demand for Electric Vehicles (EVS) is gradually increasing in India. Petrol and diesel vehicles being green alternatives can also be cheaper to drive in the long run. EV market in India Still in development. Potential buyers may be concerned about where they can find suitable electric vehicle insurance.”

No registration required for multiple vehicles
Kapoor argued in his plea that if an electric two-wheeler has a top speed of up to 25Km/h and its power does not exceed 250W, then a driving license is not even required to operate it. In such a situation, students, teenagers and retired people like to drive these vehicles more. One reason for this is that registration of these vehicles is not required.

Also demanded about the quality of the battery
Apart from the insurance coverage, it also demanded by the vehicle manufacturers to ensure reliable and long lasting battery in the vehicle. In order to avoid the accidents of overheating and fire. The plea has also sought rules like wearing of helmets to ensure safety guidelines. In the past, there have been incidents of fire in electric two-wheelers to many different companies across the country. Whose government has formed a committee to make changes in the norms related to the battery.
