The way has been cleared regarding alcohol in Delhi, soon liquor will be delivered at the homes of the people who are fond of alcohol. At the same time, the rule of liquor shop in every ward of Delhi can also change. Deputy Chief Minister Manish Sisodia and a group of ministers have given their approval to a 17-page cabinet note on home delivery of liquor and the proposal has now been placed before the Delhi cabinet.
The Group of Ministers (GoM) of the Delhi government says that if the market runs properly, there will be no restriction on the discount rate by the retail liquor vendors. It is pertinent to note that the Delhi government had limited the discount on liquor to 25 per cent keeping in view the crowd outside retail outlets and some alleged ones.
There will be no liquor delivery here
Home delivery was seen by a group of ministers as an option to meet the supply of liquor during the covid pandemic or lockdown. It is believed that this step will also help the state government to keep a check on the inter-state smuggling of liquor. However, no delivery will be made in any hostel, office or institution.
How will liquor be delivered at the door
The Abkari Department said that the home delivery of liquor will be done through middlemen. These middlemen will collect the liquor from the respective shop and distribute it to the agency chosen by the government. After this, the liquor will be taken from here to the customer. The Excise Department will also prepare detailed conditions for granting L-13 license after the cabinet approves the proposal for home delivery.
Study of models from other countries as well
The model adopted by other countries for delivery of alcohol will also be studied before the final draft for home delivery of liquor is prepared. At the same time, the Excise Department says that efforts will be made not to violate the provisions of the Delhi Excise Act, 2009 and the terms and conditions made under the L-13 license.
Liquor shop rule in every ward
There are a total of 272 municipal wards in Delhi, out of which no liquor shop has been opened in 100 wards due to different problems. In such a situation, the Group of Ministers has recommended that the requirement of opening two liquor shops in every 1 municipal ward can be done away with.
