Under the new education policy, the state government has set a target of increasing the enrollment rate in higher education by 50 percent by the year 2035. In the year 2019-20, the Gross Enrollment Rate (GER) of higher education in UP was just 25.3 percent, compared to 27.1 percent of the country. This GER has been prepared on the basis of admissions of youth in the age group of 18 to 23 years in higher education institutions. Due to the efforts of the state government, year-wise improvement is also being done in it. In the year 2016-17, the GER of UP in higher education was 24.9 percent, while that of the country was 25.2 percent. Now, to achieve the set target, emphasis is being laid on increasing additional seats in higher education institutions, removing gender disparity in technical courses and setting up of higher education institutions in unserved areas. At present, the enrollment of girls in technical courses is only 28.4%.
At present 52.28 lakh students are studying in the higher education institutions of the state. In order to increase enrollment, the government is making a program to improve the quality of education in universities and colleges and to pay special attention to skill development and employable education. State universities are being constructed in three divisions, Azamgarh, Saharanpur and Aligarh. The offices of all the three universities have started functioning. In the near future, it is proposed to open state universities in four such circles, where there is no state university yet. It includes Devipatan, Chitrakoot Dham, Vindhyachal and Moradabad divisions. The search for land for this has also started in the districts of the four divisions. The work of setting up 75 new government colleges in the unserved areas of the state is also going on. Of these, eight have been completed.
