Raipur (State Bureau). The debt burden on the state government has reached Rs 84223 crore. This is about 87 percent of the state’s main budget. In lieu of this loan, the government has to pay interest of about Rs 422 crore every month. At the same time, from June this year, the amount of GST compensation will also stop getting from the Center. In such a situation, the revenue of the government can be reduced by about five thousand crore rupees. Amidst these circumstances, the challenge before the government is to win the war against malnutrition and backwardness. Many efforts have been made in this direction in the last budgets, but the challenge still remains.
Out of the total loan of the state, Rs 51515 crore has been taken in the last three years. From December 2018 to March 19, the government has deposited interest of Rs 1771.94 crore and from April 19 to March 20, Rs 4970.34 crore. Similarly, from April 20 to March 2021, 5633.11 crore and in the current financial year from April 2021 to January 22, the government has paid interest of Rs 3659.54 crore.
Capital expenditure decreasing, revenue expenditure increasing
Revenue expenditure has increased in comparison to capital expenditure in the state. Construction of hospitals, buildings, bridges etc. comes under the category of capital expenditure. At the same time, revenue expenditure is the expenditure on salary, debt payment etc. is revenue expenditure. This can be gauged from the third supplementary budget presented for the current financial year last week. Most of this budget of Rs 505 crore will be spent in salary-allowance and financial assistance i.e. revenue expenditure.
Malnutrition rate is still 20 percent
Due to the Mukhyamantri Suposhan Abhiyan launched three years ago, the rate of malnutrition has come down by about 10 percent. Despite this, the rate of malnutrition in the state is still close to 20 percent. The rate of malnutrition has come down from 30.13 percent to 19.86 percent now.
This positive aspect is more than 77 percent of the total budget on development-oriented works.
According to the report of the Reserve Bank of India for the year 2019-20, Chhattisgarh ranks first in the country in terms of expenditure on development-oriented works. Out of the total budget of the state, 77.8 percent is being spent on development-oriented works. 46.1 percent expenditure is being made on the social sector, which is higher than the national average.
