In response to RTI, the department said that the process of framing guidelines for complaints against Chief Vigilance Commissioner and Vigilance Commissioner has been initiated by the department. Apart from this, the Department of Personnel and Training has received a total of four complaints against the former Central Vigilance Commissioner. The Department of Personnel and Training stated that the office has not received any complaint against the present Central Vigilance Commissioner.
In fact, the Department of Personnel and Training in the Central Vigilance Commission was asked to give details of the steps being taken on framing of guidelines for processing complaints of corruption against former and current Central Vigilance Commissioners and Vigilance Commissioners.
The DoPT was also asked to provide details of complaints received against former and present Central Vigilance Commissioners and Vigilance Commissioners in the last 10 years including allegations and details of the complainant.
Information was also sought from the department regarding the appointment of CVC and Vigilance Commissioner in the Central Vigilance Commission. In response to which the department said that the process of filling these posts is going on. Through its letter on February 14, the department informed that applications of candidates have already been sought for recruitment by issuing releases in many newspapers. Significantly, the Central Vigilance Commission can have one Central Vigilance Commissioner and two Vigilance Commissioners. At present the post of Central Vigilance Commissioner and one Vigilance Commissioner is vacant. Vigilance Commissioner Suresh N Patel is working as Central Vigilance Commissioner since June last year.
Anti-corruption activist Ajay Dubey said that it has been 18 years since the Central Vigilance Commission Act 2003 came into force, but till now no guidelines have been framed for disposal of complaints against the Central Vigilance Commissioner and the Vigilance Commissioner, they should be completed without delay.
