The National Green Tribunal has observed that the guidelines issued by the Ministry of Jal Shakti to regulate and control groundwater extraction in the country is a new cover provided to the old scheme with minor changes, alterations and modifications. A bench headed by NGT Chairperson Justice AK Goel said the 2020 guidelines are broadly not in line with the repeated and consecutive directions given by it.

But serious and effective efforts are not visible for critical issues like conservation, prevention, recharge and restoration of groundwater.
In the 2015 Guidelines, no NOC was to be given to any water-using industry in the over-exploitation industry, even if it was an MSME. Now it is limited to packaged water industries. Obviously, huge discounts have been given with respect to water. Relief has been given to such industries without any reason and by grossly disobeying the order of the Tribunal. The tribunal observed that critical and semi-critical areas have been left untouched and there is no restriction.
