Former councilor Subhash Arya, who was the Leader of the House in the unified MCD since 2007-12, told -AnyTV News that the then Sheila Dikshit government’s decision to bifurcate the MCD into three parts was wrong, an attempt to reduce the mayor’s stature.
He said, “With the integration and the proposed ‘One Mayor’ for Delhi, the office will regain its lost glory and the person holding that position will once again get the status of ‘First Citizen’ of the national capital.” Earlier, the Mayor of Delhi used to receive foreign dignitaries at the airport as the first citizen of the city. The Mayor’s office lost its importance after it was divided into three parts.
The people of old times said that before the split into three parts, the Mayor of Delhi was seen at par with the Chief Minister of the national capital.
The former member of the Unified Corporation said, “When the MCD was amalgamated, the post of mayor was considered as a powerful post. But after splitting into three parts, it has lost all its seriousness and importance.”
Kanwar Sen, who was the Mayor of Delhi in 2009-10, told -AnyTV News that the bifurcation of the MCD was a political decision taken by the Sheila Dikshit government without any proper reasoning.
He said, “Being the first citizen of Delhi, the Mayor used to challenge the authority of the then Chief Minister Sheila Dikshit. In order to reduce the Mayor’s office in size, the MCD was divided into three parts without assigning any logical reason Was.”
“The post of mayor was and will remain powerful with authority. Senior officers with experience would be appointed as municipal commissioners and the expenditure would also be less,” Sen said.
Arya said that after the integration, the mayor will have more power.
“More responsibilities which were earlier taken back from the corporation are likely to be given back to MCD after amalgamation,” Arya said.
The integrated MCD consisted of 272 wards distributed in 12 administrative areas with 22 departments and a municipal commissioner.
After the division, it had three commissioners, 66 department heads and three mayors.
“The expenditure on running the three offices will come down, which will save taxpayers’ money,” Sen said.
