For months, the two communist parties involved in Nepal’s ruling coalition raised a hue and cry over the question of seeking help from the American organization Millennium Challenge Corporation (MCC). Because of this, a day before the deadline i.e. on Sunday, the process of parliamentary approval of the agreement to take this help was completed. The ruling coalition of five parties voted unitedly on this.
Parliamentary approval had become a point of international tussle. Both the US and China intervened. Ultimately, American intervention was overwhelming. Happy with this, the US Embassy in Kathmandu issued a statement describing Nepal as its close ally. It also said that the relations between the two countries are not bound by any one agreement. While earlier the US government had warned that it would reconsider its bilateral ties with Nepal if the Deuba government did not accept the MCC’s $500 million aid. Responding to this, China called it America’s coercive diplomacy.
Many provisions against the national interest of Nepal
The Communist Party of Nepal (Maoist Centre) and the Communist Party of Nepal (Unified Socialists), which are part of the ruling coalition led by the Nepali Congress, had earlier said that many provisions of the agreement were against Nepal’s national interest. Because of these, Nepal will be caught in the on-going competition between America and China. The Nepali Congress resolved this through an ‘explainable declaration’. This declaration was also passed by the Parliament along with the approval motion.

Advocate Govind Sharma Bandi, who was involved in preparing this proposal, told the media that the explanatory resolution passed by the Parliament would be sent to the MCC. He said- If America accepts it, then the projects will be taken forward under the MCC agreement. But if the US refuses, then the agreement will be rejected.
But analysts say there is nothing in this proposal that is unacceptable to the US. The process which has been explained by the ruling party is to the satisfaction of the Maoist Center and the Unified Socialist Parties. Through this resolution the communist parties have been given an excuse so that they can save their face. Finance Minister Janardan Sharma has said that the explanatory motion is an answer to those who are protesting on the streets. Protests against MCC continued on Sunday as well.
