Meanwhile, Prime Minister Narendra Modi said at a conference of chief ministers and judges of the High Court. He said, ‘In this ‘Amrit Kaal’, our vision should be for such a judicial system, where justice is easy, speedy and available to all.
At the same time, the Chief Justice of India said, “We should take care of ‘Lakshman Rekha’. If the governance is according to the law, the judiciary will never come in its way. If municipalities, gram panchayats perform their duties, if police investigate properly and illegal custodial torture stops, then people need not approach the courts.
CJI NV Ramana said, “Court decisions are not implemented by the government for years. Despite judicial pronouncements there is deliberate inaction which is not good for the country. Though it is not our jurisdiction to make policy, if a citizen comes to us with his complaint, the court cannot refuse.
“The law should be enacted after intense debate and discussion, incorporating the needs and aspirations of the people concerned. Often the non-performance of officials and inaction of the legislatures lead to litigations which are avoidable.
