Haryana, which came into existence on November 1, 1966, is still fighting for its rights. Haryana may have gone far ahead of Punjab in terms of development, but in the matter of rights, it is still standing on the side of its ‘elder brother’. For a week, there has been a dispute between Haryana and Punjab regarding the capital Chandigarh.
At the time of bifurcation of the two states, it was decided that 40 percent of the employees in Chandigarh would be posted in Haryana cadre and 60 percent from Punjab cadre. During his visit to Chandigarh on March 27, Home Minister Amit Shah had announced the implementation of the Central Service Rule here. Till now the service rules of Punjab were applicable in Chandigarh. On 1 April, the central government implemented its service rules in Chandigarh and Punjab opposed it and the Aam Aadmi Party government passed a resolution in the assembly demanding that the capital Chandigarh be completely handed over to Punjab.
The politics of Haryana has heated up in protest against this decision of Punjab. Apart from Haryana’s ruling Bharatiya Janata Party and Jannayak Janata Party, the opposition Congress has also come out against the Aam Aadmi Party government in Punjab. The Aam Aadmi Party, which is trying to establish its foothold in Haryana, is being surrounded on this issue in Haryana.
Apart from the capital Chandigarh, Haryana’s disputes with Punjab on many issues have been going on for 50 years. Despite the Supreme Court’s decision, Haryana has not received SYL water till date. Meanwhile, there were many occasions when the same party government was also formed at the Center and in the states, but after solid lobbying in the Supreme Court, during the first term of the Bharatiya Janata Party government led by Chief Minister Manohar Lal, the Supreme Court in favor of Haryana. Judgment pronounced.
Punjab filed a review petition against this decision on the Upper Bench of the Supreme Court. The hearing on which is still going on today. Haryana has not been able to get its full share even in the assembly located in Chandigarh till date. The ratio of 60:40 was fixed at the time of partition in 1966, but till date Haryana has not got 40 per cent stake in this building. Initially 37 percent space was allotted to Haryana in Vidhan Bhawan. When it came to giving possession, the then officials of Punjab gave only 27 percent of the area to Haryana. Haryana is still struggling to get 10 percent of its area.
Haryana Vidhan Sabha Speaker Gyan Chand Gupta is in constant talks with not only Punjab but also with the Home Ministry to get this share. After several years of correspondence, when Punjab did not resolve any issue, Haryana started the process of constructing a new Vidhan Bhavan.
Haryana is also having a dispute with Punjab regarding a separate High Court. , Haryana’s opposition Congress, under the leadership of Leader of Opposition Bhupinder Singh Hooda, held a meeting on Monday over the dispute with Punjab, raising the demand that the Haryana government, while passing a resolution in the assembly, put pressure on the Center that Haryana before the capital Chandigarh. To get SYL water from Punjab, and a resolution should be passed on the issue of capital Chandigarh.
Manohar Lal’s argument
Haryana Chief Minister Manohar Lal has made it clear that Punjab is the elder brother of Haryana. The elder brother is respected only when he protects the interests of the younger brother. According to Chief Minister Manohar Lal, there is no justification for passing a resolution unilaterally on a subject on which there is a dispute between two states. Manohar Lal made it clear that the Aam Aadmi Party government in Punjab is stopping Haryana’s water and the same government in Delhi is demanding its share of water from Haryana. If we stop our water, how can we give water to Delhi.
Chief Minister Manohar Lal said that before Chandigarh, those Hindi speaking villages, which were mentioned in the partition agreement, should be brought under Haryana. Manohar Lal has made it clear that the Haryana government will fight for the interests of the people of the state with full strength. Haryana completely rejects the decision of the Aam Aadmi Party government of Punjab, which passed the resolution without knowing the facts in just one month’s tenure. The Haryana government has also called a one-day special session of the Vidhan Sabha on Tuesday on the dispute over the capital Chandigarh.
