President Kennedy called an urgent meeting of his security advisers and asked them to prepare a plan to deal with the situation.
The advisers advised the president to launch an air raid on the construction site and then take military action on Cuba. But on October 22, Kennedy ordered only Cuba to be surrounded by the US Navy. On the same day, Kennedy wrote a letter to Khrushchev. Kennedy wrote that the construction sites for the Sililes in Cuba should be stopped and the Mills should be sent back to the Soviet Union immediately. On October 24, Khrushchev wrote a letter to Kennedy, saying that the Soviets would be sending their navy as well, if the United States did not immediately withdraw its navy from Cuba.
