We are talking about ISRO scientist Kartik Kansal. He has passed the UPSC exam 4 times but still he did not get allotment in any service.

Kartik Kansal falls in the PwBD-1 category of disability. He is a resident of Roorkee, Uttarakhand. Kartik suffers from muscular dystrophy. In this disease, the muscles weaken over time. Let us tell you that he has been on a wheelchair since the age of 14. He is smart in studies and very strong mentally.

Kartik Kansal Biography: Who is Kartik Kansal?
Kartik Kansal has obtained a B.Tech degree in Mechanical Engineering from IIT Roorkee. Currently, he is working as a scientist in ISRO. He was selected in the Indian Space Research Organization through All India Central Recruitment. He was diagnosed with muscular dystrophy at the age of 8. Due to this, he has been using a wheelchair since the age of 14. This disease is said to be genetic and its treatment is not possible.

Kartik Kansal UPSC: Successful in UPSC exam 4 times
UPSC Civil Service Examination is included in the list of the toughest examinations in the world. It is not easy to pass it. Some candidates take many years to pass UPSC CSE. But Kartik Kansal has succeeded in this exam continuously for many years. This shows how smart, hardworking and determined he is. He passed the Civil Services Examination in 2019 (Rank 813), 2021 (Rank 271), 2022 (Rank 784) and 2023 (Rank 829).

Kartik Kansal Motivational Story: Why was you not selected in any service?
Kartik Kansal’s disability certificate stated that he was 60% disabled, but the AIIMS board examination confirmed that he was 90% disabled. The Union Public Service Commission had included muscular dystrophy in the service conditions of candidates eligible for Indian Revenue Service (Income Tax) Group A and Indian Revenue Service (Customs and Excise). Kartik Kansal had selected these services in his preference list, but still he did not get appointment.

Kartik Kansal UPSC: Was not selected despite vacancy
In 2019, Kartik Kansal could have been allotted service with 813th rank. That year, there were 15 vacancies under locomotor disability, out of which 14 posts were filled. Then in 2021, only 4 out of 7 posts were filled in the locomotor disability category. Kartik Kansal was in the first position in this category, but still he was disappointed. In 2021, his rank was the best and he was also eligible for IAS, but then UPSC did not include muscular dystrophy in the service conditions of candidates eligible for IAS.

Kartik Kansal CAT: Kartik’s case is pending in CAT
Kartik Kansal is fighting his case in the Central Administrative Tribunal (CAT). The case is pending in CAT based on his UPSC result from 2021. As per the UPSC notification 2021, the disability criteria is based on 2 things- functional classification and physical requirement. During the allocation process, DoPT informed Kartik that his functional classification and physical requirement were not as per the requirements of the service he had applied for.
